RESOURCE ENHANCEMENT & ACCOUNTABILITY PROGRAMME (REAP)
Recruitment of Programme Planning, Monitoring and Evaluation Officers 2 positions (Contract Positions)
The Government of Uganda has undertaken Public Financial Management (PFM) reforms since the early 1990s to advance good governance, inclusive economic growth, and macroeconomic stability, in alignment with the National Development Plans and Vision 2040.
Building on progress achieved so far, the Resource Enhancement and Accountability Programme (REAP) has been established as the central framework for implementing the PFM Reform Strategy for the period July 2025 – June 2030. REAP aims to strengthen domestic revenue mobilisation, enhance planning and public investment management, and reinforce accountability systems to improve service delivery across government.
REAP is organised around core functional areas including financial management, procurement, planning, monitoring and evaluation, human resources, and digital systems. Staff engaged under the programme are deployed to support the Government Task Manager and implementing agencies to ensure timely delivery of reform initiatives.
The Ministry invites applications from qualified and experienced individuals for the position of Programme Planning, Monitoring and Evaluation Officer, to be stationed under the PFM Reforms Coordination Unit (RCU) and support the implementation of REAP and related initiatives.

TERMS OF REFERENCE
PROGRAMME PLANNING, MONITORING AND EVALUATION OFFICER
A. Background
The Government of Uganda continues to implement PFM reforms to improve governance, promote equitable development, and support national economic stability. REAP serves as the primary mechanism for implementing the PFM Reform Strategy (2025–2030), with a focus on enhancing resource mobilisation, improving planning and public investment management, and strengthening accountability systems for better service delivery.
REAP staff are embedded in relevant institutions to support execution of reforms. The Programme Planning, Monitoring and Evaluation Officer will support the planning, monitoring, and reporting functions, and will work under the supervision of the Senior Planning, Monitoring and Evaluation Officer.
Duties, Roles and Responsibilities
Scope of Work
The Programme Planning, Monitoring and Evaluation Officer will be responsible for:
Compiling and consolidating annual and quarterly work plans and budgets for programme clusters.
Compiling output performance reports and tracking programme indicators.
Ensuring cluster work plans are updated and accurately captured in the Programme Based Budgeting System (PBB/S) and submitted to the Ministry’s Planning Unit.
Following up with clusters to ensure timely and high-quality submission of monthly, quarterly, and annual progress reports.
Supporting field monitoring visits to programme activity sites.
Recording and maintaining accurate minutes, action logs, and documentation for Key Result Area Coordinators’ meetings.
Working with the finance unit to ensure timely submission of accurate quarterly financial reports for entry into PBB/S and other reporting platforms.
Following up on decisions from FPC and PEMCOM based on the action log.
Performing any other related duties assigned by management.
Expected Deliverables
Consolidated Annual and Quarterly Work Plans and Budgets.
Well-documented Key Result Area Coordinators’ meeting minutes and updated action logs.
Approved Programme Work Plans captured in the Programme Budgeting System (PBS).
Consolidated and approved quarterly, semi-annual, and annual progress reports entered in the PBS.
Monitoring and evaluation missions planned and executed in line with the programme's M&E strategy.
A project execution tracker showing milestones and key undertakings.
Qualifications, Education and Competencies
Qualifications and Experience
A Bachelor’s degree in Accounting, Commerce, Economics, Statistics, Business Administration, or a related field. Postgraduate training in project planning, statistics, or monitoring and evaluation is an added advantage.
A minimum of 5 years’ experience in planning, monitoring, and evaluation of public sector programmes or projects, with demonstrated understanding of results-based management.
Familiarity with public sector planning frameworks and coordination of donor-funded programmes.
Key Competencies
Excellent written and verbal communication, drafting, and reporting skills.
Strong computer literacy, with proficiency in Microsoft Office applications and related ICT tools.
Strong organisational, analytical, and problem-solving abilities, with capacity to plan, monitor, and deliver results effectively.
Effective stakeholder engagement, interpersonal, and teamwork skills.
High levels of integrity, self-motivation, and professionalism.
Contract Terms
The position is offered for a period of one year, renewable subject to performance and operational requirements.
