Job Title: Monitoring, Evaluation and Learning (MEL) Officer – 4 Positions
Organisation: aBi Development

Job Summary: The MEL Officer will be responsible for designing, implementing, and managing the Monitoring, Evaluation, and Learning (MEL) framework for the EYE-C program. The role of Monitoring, Evaluation and Learning Officer will be to support EYE-C’s program planning and implementation through the provision of timely, accurate and comprehensive data analysis, regarding program quality and project progress, conducting operational and formative research, and ensuring that projects are aligned with EYE-C’s Theory of Change and overall strategies and compliance with policies and procedures and providing evidence regarding the achievements of EYE-C program objectives. The MEL Officer will also contribute to adaptive learning, knowledge sharing, and evidence-based decision-making to enhance the impact and value for money of the program in Uganda’s coffee value chain.
The MEL Officer will work as a core member of mid-level program management teams in EYE-C, playing the role of subject matter specialist in M&E.
Duties, Roles and Responsibilities
Project Planning & Design:
Contribute towards the development of funding windows, impactful project pipelines, and risk management design
Contribute to the design, review and appraisal of funding windows and projects by collecting, analysing, and applying evidence and lessons learned
Contribute to the design of results monitoring and measurement components of projects by incorporating results chains and performance indicators in each project according to set standards
Contribute to the development of the EYE-C annual work plans and budgets; specifically, ensuring that program teams integrate a well-defined theory of change, results chain, and measurement plan in their plans
Provide ongoing advice and technical assistance to the aBi Project managers concerning the effective and efficient measurement of results
Monitoring & Performance Management
Manage the partner monitoring process by ensuring regular monitoring spot-checks and reviews; compile and analyse the collected data to assess performance and identify lessons learned
Manage and coordinate the entire program of reviews and visits for a delegated portfolio of EYE- C projects; provide technical advice to enable EYE-C to adaptively manage the performance of projects and maximise social return on investment.
Document and share results with Project leads and other project stakeholders; support the team in ‘adaptive management’ (taking corrective action as required to achieve desired results)
Collaborate and coordinate with the research and learning team to ensure that regular project team learning reviews and evaluations are carried out; ensure that learning is fed back into the design of future strategies
Support the implementation of baselines, evaluations, reviews, Value for Money (VFM) assessments, and impact studies.
Support the implementation of Environmental and Social (ESG) safeguards according to ESG standards; ensure that EYE-C beneficiary feedback is collected, analysed and corrective action taken where necessary
Support and/or supervise the activities of the MEL Agency and any other consultants that are engaged in MEL activities; provide support and guidance and escalate any problems to the MEL Lead
Data Management and Reporting:
Analyse collected data to generate relevant and digestible information to facilitate evidence-based decision making and content for publications
Work together with the technical team to support implementation of the Grant Management System (GMS), and ensuring compliance with MCF data management and reporting requirements
Perform Data Quality Assessments (DQA) to assure accuracy, validity, integrity, completeness of data to generate quality findings and recommendations
Ensure full understanding of the various audiences for the data collected by EYE-C’s MEL system and how they will use the information generated; design analytical frameworks that will provide them with relevant and useful insights
Produce and document highly visualized and appealing end-of-year analysis and impact reports; collate success stories for internal and external audiences
Capacity Building:
Provide Implementing Partners with technical building to carry out MEL activities in line with aBi and MCF standards; support them in learning from the results to enhance performance and drive success of the project.
Participate in partner capacity and due diligence assessments; utilise the results to develop a capacity-building plan to address IP’s MEL-related needs
Deliver both ad hoc and scheduled capacity building (training, technical assistance, and coaching) to partners; ensure that IP MEL systems and practices conform to aBi and MCF requirements
Highlight areas of risk and non-compliance of IP’s and advise on changes to the risk profile
Establish a resource bank for up-to-date tools, training materials, other capacity building products; avail partners of resources are required
Work collaboratively with EYE-C’s senior management to develop an organisation culture of academic enquiry and blame-free analysis of lessons-learned; provide coaching.
MEL Logistics & Coordination:
Participate in organising and coordinating MEL team activities, ensuring that Project Staff, Implementing Partners, and other stakeholders are provided with a quality service.
Manage schedules, meetings, and other logistics associated with monitoring visits, audits, external reviews etc.
Participate in the team’s work planning and budgeting processes
Provide logistical support for meetings, workshops, visits etc; this may include liaising with other services to organise travel arrangements and expenses
Contribute to the management and maintenance of the paper-based record system for MEL work
And any other duties as requested by the Monitoring, Evaluation and Learning (MEL) Lead
Qualifications, Education and Competencies
Bachelor’s degree in Monitoring & Evaluation, Statistics, Development Studies, Agricultural Economics, quantitative economics, Project Planning and Management or a related field. A master’s degree is an added advantage.
Job related experience and knowledge:
At least 4-6 years of post-graduation experience in MEL for development projects, preferably in agriculture, coffee, or women’s empowerment programs.
Experience in designing and implementing MEL frameworks for multi-stakeholder, donor-funded programs.
5 years’ experience in designing and conducting project baselines, evaluations, and research studies.
Demonstrable experience in using grant management information systems (MIS)
5 years demonstrable experience in providing capacity building support to partners in delivery of MEL functions. Demonstrated experience in application of SPSS, STATA, or other statistical software.
Knowledge of Uganda’s coffee sector, agricultural development programs, and value chain analysis.
Demonstrated experience in report writing (supervised or authored at least 3 evaluation reports in the last 5 years).
