Job Description
The Monitoring, Evaluation and Learning Manager will provide technical leadership and strategic oversight for MEL activities across a five-year, multi-country programme. The role includes developing and implementing MEL frameworks, strengthening data systems, driving adaptive learning, ensuring data quality, and coordinating baseline and endline assessments. The successful candidate will mentor country-level MEL managers, engage with donors and external stakeholders, oversee reporting and results measurement, and lead knowledge-sharing processes to support programme improvement and accountability. The position requires travel across programme countries for up to eight weeks per year.
Duties, Roles and Responsibilities
Lead the design and implementation of programme MEL frameworks
Deliver high-quality data collection, analysis, reporting, and learning
Oversee MEL activities across multiple countries and ensure standardisation
Support and mentor country MEL teams and facilitate capacity-building
Oversee MEL budgeting and resource allocation
Coordinate baseline, midline, and endline studies
Lead programme knowledge management and learning systems
Ensure data quality assurance and compliance with donor standards
Represent MEL work to donors and external stakeholders
Support adaptive programme management and strategy revision
Promote inclusive and participatory MEL practices aligned with disability rights principles
Identify MEL risks and ensure compliance with safeguarding, data privacy, and ethical standards
Qualifications, Education and Competencies
Essential
Master’s degree in International Development, Social Sciences, or related field (or equivalent professional experience)
Proven MEL leadership experience in international development programmes
Experience managing MEL in multi-country programmes, ideally in economic empowerment
Demonstrated experience in adaptive management and using MEL data for decision-making
Experience managing and mentoring MEL teams across diverse locations
Strong skills in MEL tools, data management and reporting
Understanding of safeguarding, ethics, and data protection in MEL
Excellent written and verbal communication skills
Ability to travel up to eight weeks per year
Right to work in Kenya
Desirable
Formal MEL training/qualifications
Experience in disability-inclusive and gender-responsive programmes
Experience in matrix-managed environments
Knowledge of DHIS2 and digital MEL systems
