Job Description
Under the supervision of the Program Area Coordinator, the MERL Officer will be responsible for supporting the design and implementation of the Monitoring, Evaluation, Accountability, and Learning framework for Area Programs. This includes managing data systems, supporting evaluations and assessments, building staff capacity in M&E best practices, and ensuring quality and timely reporting. The officer will also contribute to adaptive management by interpreting and sharing learning for ongoing project improvement.
This position plays a critical role in ensuring that FH Uganda’s interventions are data-driven and results-oriented, with measurable impact and aligned with organizational standards and donor expectations.

How to Apply
Key Result Areas:
Project Monitoring and Supporting Evaluations
Lead baseline, midline, and endline assessments and post-distribution monitoring.
Collaborate in developing M&E plans, tools, and systems that align with project frameworks.
Performance Monitoring and Adaptive Management
Regularly collect, verify, and analyze project performance data.
Provide real-time feedback to program teams to inform learning and decision-making.
Data Management and Reporting
Maintain accurate and up-to-date project databases.
Support data quality audits and generate periodic reports for internal and donor use.
Capacity Building and Knowledge Sharing
Train staff and partners in data collection, analysis, and reporting techniques.
Facilitate learning events, documentation of best practices, and lessons learned.
Education:
Bachelor’s degree in Monitoring and Evaluation, Social Sciences, Statistics, Project Management, Community Development, or a related field.
Experience:
At least 4 years of relevant work experience in M&E, learning, or knowledge management in the NGO sector.
Competencies:
Experience in community-based research and participatory methodologies.
Strong facilitation, analytical, and report-writing skills.
Proficiency in M&E tools and statistical software (SPSS, STATA, Epi-Info).
Knowledge of GIS and mapping is an added advantage.
Strong understanding of local dynamics, development context, and cultural nuances.
Excellent interpersonal, written, and verbal communication skills.
Proficient in Microsoft Office and highly organized with multitasking ability.
Demonstrated integrity, a learning mindset, and teamwork.
