Job Description
Managerial / Supervisory Responsibilities:
Coordinate the formulation and implementation of minimum requirements for supervising intermediaries to ensure industry safety and stability.
Develop effective strategies and programs for supervising insurance intermediaries and service providers.
Coordinate off-site and on-site supervision, including analysis of returns from intermediaries and service providers.
Monitor and enforce penalties, restrictions, directives, and recommendations as per the Insurance Act concerning intermediaries and service providers.
Oversee the development, implementation, and evaluation of policy guidelines, regulations, and amendments in the Insurance Act for industry supervision.
Coordinate and monitor the implementation of the AML/CFT Act by insurance industry members, ensuring effective reporting to the Financial Reporting Centre.
Manage potential impacts from regional and international supervision practices.
Develop and implement a risk profiling framework for proactive intervention to foster industry stability and consumer protection.
Develop, execute, and control the section’s work plan, budget, and procurement plan.
Provide leadership and strategic direction to staff within the section.
Operational Responsibilities / Tasks:
Conduct ongoing supervision of insurance intermediaries and service providers.
Develop and implement regulatory reforms, including amendments to the Insurance Act, regulations, and guidelines.
Implement and evaluate the risk assessment framework for the section.
Ensure staff compliance with standard operating procedures.
Implement capacity-building initiatives for insurance intermediaries.
Maintain a register and database of registered insurance intermediaries and service providers.
Review approval requests from insurance intermediaries and service providers.
Monitor registration and market conduct supervision of intermediaries and service providers.
Implement systems to monitor compliance with the Insurance Act and directives issued by the Authority.
Undertake performance management, training, coaching, and mentoring of department staff.
Duties, Roles and Responsibilities
Formulate and implement supervision strategies for insurance intermediaries.
Coordinate supervision activities, including on-site and off-site reviews.
Enforce compliance with the Insurance Act and related regulations.
Develop and update policy guidelines and regulatory frameworks.
Manage risk profiling and assessment initiatives.
Lead and manage departmental staff and resources effectively.
Qualifications, Education and Competencies
Qualifications:
Master’s degree in Statistics, Insurance, Finance, Risk Management, Economics, Law, Business Administration, Commerce, or a related field.
Bachelor’s degree in Insurance, Economics, Commerce, Business Administration, or a related field.
Professional qualifications in Insurance or Accounting (e.g., ACII, AIIK, FLMI, CPA).
Minimum KCSE grade B or its equivalent.
Registered member of a recognized professional body in Kenya.
Completed a management course lasting not less than four (4) weeks.
Compliance with the provisions of Chapter Six of the
Experience:
At least nine (9) years of relevant experience in the insurance or financial services sector.
Competencies and Skills:
Strong communication and reporting abilities.
Excellent analytical and numerical skills.
Effective organizational and interpersonal skills.
Proven leadership, mentoring, and coaching capabilities.
Conflict management proficiency.
Ability to work under pressure, prioritize tasks, and handle multiple responsibilities.
