Job Description
The Human Resources Manager will be responsible for designing and implementing HR strategies and systems aligned with the organization’s mission and operational needs. The role entails overseeing recruitment, onboarding, payroll, performance management, and compliance while ensuring a positive organizational culture and staff wellbeing. The HR Manager will work closely with senior management and project teams to ensure efficient HR service delivery and adherence to international and local HR standards.
Duties, Roles and Responsibilities
Develop and implement HR strategy aligned with organizational goals.
Manage end-to-end recruitment and selection for both national and expatriate roles.
Oversee onboarding and induction processes for new hires.
Supervise payroll administration and ensure timely statutory filings (NSSF, PAYE).
Administer employee benefits, contracts, and HR records in compliance with policy.
Ensure adherence to Ugandan labour laws and donor HR requirements.
Support expatriate administration, including work permits, visas, and relocation.
Manage annual performance management cycles and staff appraisals.
Lead talent development, succession planning, and training initiatives.
Handle employee relations, grievances, and disciplinary matters professionally.
Maintain HRIS systems, generate HR reports, and support decision-making.
Promote staff welfare, engagement, and a positive work culture.
Oversee HR-related procurement and vendor management (e.g., training providers).
Qualifications, Education and Competencies
Bachelor’s degree in Human Resources, Business Administration, Psychology, or related field.
Postgraduate qualification (MBA/MSc) or HR certification (CIPD, SHRM) is an advantage.
Minimum 5 years of progressive HR experience, including 2 years in a managerial role.
Experience in consulting firms, NGOs, or donor-funded projects preferred.
Strong knowledge of Ugandan labour law and HR compliance.
Proficiency in HRIS, payroll systems, and MS Office (especially Excel).
Strong interpersonal and communication skills.
Proven ability in recruitment, employee relations, and staff development.
Experience supporting expatriate staff is an asset.
Excellent command of English; knowledge of local languages is a plus.
