Job Description
Job Title: Human Resource Officer
Organisation: MEARL HUB AFRIKA (MHA)
Duty Station: Kampala, Uganda
Job Summary: The HR will establish and manage MHA’s human resource systems and ensure compliance with labor laws, NGO Bureau regulations, and donor requirements. This role will support the recruitment, development, and retention of high-quality staff while embedding a culture of accountability, performance, and staff wellbeing.
Duties, Roles and Responsibilities
Develop and implement HR policies, systems, and procedures (recruitment, performance management, leave, payroll support, staff welfare).
Support recruitment, onboarding, and contract management.
Manage staff records and HR database, ensuring confidentiality and accuracy.
Coordinate staff performance reviews and capacity-building initiatives.
Ensure organizational compliance with Ugandan labor laws.
Advise management on HR best practices, staff grievances, and disciplinary procedures.
Contribute to building an inclusive and equitable workplace culture in line with MHA’s feminist and participatory values.
Qualifications, Education and Competencies
Bachelor’s degree in Human Resource Management, Industrial/Organizational Psychology, Business Administration, or related field.
At least 3 years’ experience in HR management within NGOs, international agencies, or corporate organizations.
Good understanding of Ugandan labor laws and compliance frameworks for NGOs.
Proven skills in recruitment, HR systems development, and employee relations.
High emotional intelligence, confidentiality, and ability to mediate sensitive HR issues.
Commitment to equity, diversity, and inclusion.
