Job Description
Human Resource Officer – Q-Sourcing Uganda (Mbarara)

On behalf of our client in the Manufacturing Sector, we are seeking a competent, proactive, and experienced Human Resource Officer to join their team in Mbarara.
Job Purpose
The Human Resource Officer will provide comprehensive support in implementing and optimizing HR processes, including recruitment, training, payroll administration, performance management, and HR reporting.
The role is designed to ensure efficient people operations, policy compliance, and a positive employee experience in line with best practices and company objectives.
Duties, Roles and Responsibilities
1. Performance & Talent Management
Work with HR Business Partners (HRBPs) to coordinate and monitor performance management processes.
Support line managers in performance evaluations, ensuring compliance with company standards.
Track and report on performance trends and improvements.
2. Training & Development
Plan and coordinate training programs, workshops, and capacity-building initiatives.
Manage training logistics and ensure timely delivery of development activities.
3. Employee Relations & Compliance
Advise and support line managers on disciplinary procedures, grievance handling, and conflict resolution.
Maintain confidentiality and ensure compliance with Ugandan labour laws and internal HR policies.
Participate in disciplinary processes and monitor employee relations trends.
4. Recruitment & Onboarding
Collaborate with HRBPs and outsourced agencies to identify staffing needs.
Manage interview logistics, offers, and onboarding processes for new employees.
Ensure accurate documentation and issuance of contracts, offer letters, and tools of trade.
5. HR Administration & Documentation
Maintain and update accurate employee records and HR databases.
Manage probation tracking, contract renewals, and exit processes.
Prepare key HR documents including transfer letters, confirmations, and resignation acknowledgments.
6. Payroll Coordination
Liaise with departmental heads to consolidate payroll data monthly.
Verify payroll amendments and ensure documentation is complete and accurate before submission to Finance.
7. HR Reporting & Data Management
Coordinate monthly HR reports ensuring timeliness, accuracy, and actionable insights.
Conduct regular data audits to enhance reporting quality and process efficiency.
Train HR team members on data management tools and reporting standards.
8. Health, Safety & Compliance
Work closely with the Safety Department to support Occupational Safety and Health (OSHA) initiatives.
Ensure compliance with company and statutory safety requirements.
9. Employee Experience
Support initiatives that improve employee engagement and satisfaction.
Facilitate employee surveys and follow-up on feedback implementation.
10. Stakeholder Management
Build strong relationships with internal departments, external service providers, and outsourced HR partners.
Liaise with pension administrators, insurance providers, and medical service partners.
Qualifications, Education and Competencies
Bachelor’s degree in Human Resource Management, Business Administration, or a related field.
Minimum of 2–3 years of relevant HR experience in a busy corporate environment.
Membership in a recognized HR body such as the Human Resource Managers’ Association of Uganda (HRMAU) is an added advantage.
Good understanding of the Employment Act and Ugandan labour laws.
Proven knowledge of HR functions including recruitment, payroll, training, and employee relations.
Strong computer literacy (MS Office) and proficiency in HR Information Systems (HRIS).
