Job Description
This full-time role involves managing the day-to-day operations of office facilities, outsourced manpower services, and fleet governance while ensuring compliance with internal policies and OHS standards. The Officer is also responsible for supporting HR-related contract administration, vendor performance monitoring, and providing HR business support to depot operations. The ideal candidate must ensure efficiency, compliance, and collaboration with key departments such as Procurement, Engineering, HSSEQ, and Legal.
Duties, Roles and Responsibilities
A. Office Operations & Facilities Management
Ensure the office is clean, functional, and safe
Monitor office supplies, space allocation, furniture, and utility consumption
Coordinate branding, signage, and internal communication spaces
Manage office maintenance and staff accommodation
Handle building access for staff
B. Outsourced Manpower Management
Maintain headcount records and deployment schedules
Coordinate onboarding, recruitment logistics, and exits
Track timesheets and support contract compliance
Conduct vendor evaluations and maintain a staff database
C. Fleet Governance
Administer job need cars and car allowance benefits
Track vehicle usage, inspections, and fuel card compliance
Process approved mileage reimbursements
D. Contract & Vendor Management
Support HR-related contracts and service delivery tracking
Maintain a contract tracker and facilitate performance evaluations
Ensure documentation for audit readiness
E. Occupational Health & Safety (OHS)
Support HSSEQ in ensuring workplace safety compliance
Coordinate inspections, safety drills, and training
Handle incident reporting and follow-up
Ensure contractor safety compliance
F. HR Business Partnering Support – Depot Operations
Provide administrative HR support at depot level
Track headcount and contract statuses
Escalate complex HR issues appropriately
Qualifications, Education and Competencies
Bachelor’s degree in Human Resource Management, Business Administration, or Humanities
Registered member of HRMAU or other recognized HR professional body
Minimum 6 years’ experience in HR generalist and administrative roles
Knowledge of HR administration, vendor coordination, and facilities management
Familiarity with occupational health and safety standards
Budget tracking and cost control experience is a plus
Proficiency in Microsoft Office; HR systems knowledge is an added advantage
Strong interpersonal, coordination, and communication skills
High level of integrity, discretion, and attention to detail
Willingness to work outside regular hours occasionally
