Job Summary
The HIV/TB Care and Treatment Specialist will provide technical leadership, coordination, and oversight of cluster-based HIV and TB program activities. The role focuses on strengthening local authority (LA) health teams through capacity building, onsite mentorship, and quality improvement (QI) initiatives to enhance the quality, coverage, and outcomes of HIV and TB services at both facility and community levels.
Duties, Roles and Responsibilities
Provide technical guidance in the design, implementation, and evaluation of HIV and TB care programs, including Case Management, COT, Pediatric, and Adolescent HIV services.
Coordinate with program supervisors and component advisors to guide cluster-based teams such as eMTCT-MCH Officers, HTS/Prevention Officers, Community Health Systems Strengthening Officers, Supply Chain Officers, and Care & Treatment Officers.
Support Supply Chain Officers, local authorities, and facility teams to ensure efficient management of commodities supporting the HIV/TB 95-95-95 cascades.
Participate in performance review meetings at regional, LA, cluster, and facility levels to monitor program progress and impact.
Contribute to the development and review of LA annual work plans and budgets, providing technical input on HIV/TB, COT, and Case Management interventions.
Collaborate with other implementing partners (IPs) at national and subnational levels to enhance the reach and impact of adult, pediatric, and adolescent HIV/TB service delivery.
Conduct data analysis to inform program planning, tracking, and reporting for all HIV/TB program components.
Build the capacity of LA and technical assistance (TA) teams to support health facilities in delivering integrated HIV/TB and chronic care services in alignment with Ministry of Health (MoH) standards.
Strengthen LA and facility capacity in applying QI methodologies to identify and address performance gaps in HIV/TB services.
Develop and maintain a network of regional and LA-based QI coaches to support facility improvement teams.
Prepare and submit high-quality, timely program reports in line with donor, national, and organizational requirements.
Collaborate with the Research Directorate to document best practices, conduct implementation science, and contribute to abstract and manuscript development.
Monitor and support the effective utilization of subgrants to ensure achievement of performance targets.
Perform any other duties as assigned by the supervisor.
Qualifications, Education and Competencies
Education: Bachelor’s degree in Medicine and Surgery (MBChB) or equivalent qualification.
Additional Training: Postgraduate qualification in Public Health, HIV/AIDS, or TB clinical management is required (MPH preferred).
