About the Role
Mota-Engil Uganda is seeking a qualified and experienced Health, Safety & Environment (HSE) Officer to oversee and enforce health and safety standards on construction sites. The role ensures all site activities are carried out safely, in compliance with occupational health and safety (OHS) policies, and that risks are minimized. The HSE Officer will also investigate incidents to identify root causes and recommend preventive measures.
Duties, Roles and Responsibilities
Provide expert advice to site supervisors on occupational health, safety, and environmental issues.
Monitor site activities to ensure full compliance with the company’s HSE policies through regular inspections and internal audits.
Ensure that site safety rules are visibly posted and consistently enforced.
Conduct weekly site safety inspections and submit detailed reports for review by the Site Manager and HSE Coordinator.
Perform daily site walkthroughs, documenting safety observations and reporting any unsafe conditions or acts immediately.
Notify the Site Manager without delay of any life-threatening safety breaches.
Support risk assessments and the development of Safe Work Method Statements (SWMS) with the site management team.
Deliver regular health and safety training to site personnel.
Conduct daily toolbox talks and maintain accurate records of the sessions.
Assist with Pre-Task Briefings, emphasizing control measures and adherence to safe systems of work.
Lead site safety induction training for all new workers, subcontractors, and visitors.
Prepare incident reports and investigation findings for submission to relevant HSE personnel.
Audit safety permits and registers (lifting equipment, confined spaces, hot works, excavations, lock-out/tag-out, etc.).
Provide weekly HSE data and statistics to the HSE Coordinator.

Qualifications, Education and Competencies
Bachelor's degree in Civil Engineering, Environmental Management, or a related field from a recognized institution.
Professional certification in Occupational Health and Safety is highly desirable.
Minimum of 5 years’ experience as an HSE Officer or Engineer in a construction or engineering environment.
Strong knowledge of Ugandan OHS legislation, regulations, and international best practices.
Familiarity with risk assessment and incident investigation methodologies.
Excellent command of MS Word and Excel.
Detail-oriented, highly organized, and proactive.
Sound understanding of construction methods and the ability to read and interpret technical drawings.
Demonstrated integrity, accountability, and a strong team spirit.
Effective problem-solving skills and the ability to manage challenging situations constructively.
