Job Description
The Head of Procurement will report to the Chief Finance Officer and oversee the procurement function across all categories — direct and indirect. The role involves developing and executing a strategic procurement roadmap, implementing robust governance systems, leading strategic sourcing initiatives, managing vendor negotiations, and ensuring compliance with procurement laws and aviation standards. The position requires driving procurement digitization, optimizing supplier consolidation, and fostering strategic partnerships to deliver long-term value. As a key advisor to executive leadership, the Head of Procurement will also ensure procurement practices support RwandAir’s transformation and growth objectives.

How to Apply
Develop and implement a strategic procurement roadmap aligned with corporate transformation and growth objectives.
Establish procurement governance, compliance policies, and ethical frameworks.
Lead sourcing initiatives to deliver cost savings, long-term supplier partnerships, and total cost of ownership optimization.
Manage procurement activities including tendering, vendor selection, contract negotiation, and supplier performance management.
Oversee high-value and strategic contracts, ensuring favorable terms and risk mitigation.
Implement spend analysis, category management, and supplier consolidation frameworks.
Ensure compliance with procurement laws, aviation safety standards, and international regulations.
Drive procurement digitization and ERP integration for improved efficiency.
Build and maintain strategic supplier relationships to foster innovation and operational excellence.
Prepare and manage supplier performance scorecards, audits, and SLA tracking.
Provide executive management and the Board with insights on procurement risks and opportunities.
Oversee procurement monitoring plans and supplier databases.
Support internal audits and regulatory reviews by implementing corrective actions.
Ensure adherence to ethical procurement practices and minimize fraud risks.
Manage, coach, and develop the procurement team for high performance.
Perform other duties as assigned by the Chief Finance Officer.

Qualifications and Experience
Bachelor’s degree in Procurement, Supply Chain, Business, Engineering, or related field.
Master’s degree or professional certification (e.g., CIPS, CPSM) preferred.
Minimum of 10 years’ progressive procurement experience, including at least 3 years in a leadership role.
PMP and Six Sigma designations are an asset.
Prior experience in aviation, transport, or multinational business environments is an advantage.
Competencies and Skills
Strong strategic thinking and commercial negotiation skills.
In-depth knowledge of procurement laws, contract management, and vendor governance.
Proficiency in ERP procurement systems (e.g., SAP, Oracle, or similar).
Excellent stakeholder engagement, communication, and reporting skills.
Strong analytical and risk management abilities.
High integrity, professionalism, and ethical judgment.
Demonstrated leadership presence with strong people management and mentoring skills.
Ability to work effectively in a fast-paced, evolving environment.
Excellent command of English.
