Grants Finance Officer – 2 Positions Job at Plan International

Job Description
The Grants Finance Officer supports PIU partners in grants management across Nebbi and Adjumani/Yumbe field offices. Working under the guidance of the Regional Grants Finance Accountant, the role ensures timely:
- Partner assessments and due diligence
- Fund disbursements and partner liquidations
- Partner capacity strengthening, onboarding, and offboarding
- Budget monitoring, reconciliation of partner payments
- Filing and archiving of partner documents (soft and hard copy)
- Weekly posting of partner transactions into SAP4HANNA
The position contributes to partner compliance with PIU, donor, and statutory regulations, while ensuring effective financial reporting and optimal grant performance.

Role Dimensions
The Grants Finance Officer:
- Supports partners in financial management, capacity building, and compliance.
- Prepares accurate grants financial reports for review and submission to Regional Grants Accountants and the Grants Finance Manager.
- Monitors partner compliance with donor agreements and government regulations, including taxation and NSSF obligations.
- Coaches and mentors staff in SAP4HANNA system use and grants processes.
Key Challenges: Timely liquidation of partner advances, accurate reporting, partner compliance, cost recovery before grant closure, and maintaining audit-ready documentation.
Duties, Roles and Responsibilities
KRA 1: Systems Administration
- Process payment requests in line with PIU policies and statutory requirements.
- Verify supporting documentation and submit for approval.
- Initiate payments in SAP and prepare journal entries for cash receipts and intercompany charges.
- Maintain and file electronically generated payment vouchers; issue remittance advice to payees.
KRA 2: Cash & Bank Management
- Support field offices in managing petty cash and ensuring accountability.
- Perform monthly bank reconciliations and follow up on outstanding items.
- Assist Programme Area Accounting in fund allocation and cash flow monitoring.
- Prepare cheques, mobile money, and online payments; track bank deposits and receipts.
KRA 3: Record Keeping & Financial Archives
- Maintain organized and secure financial records for Country and Programme Areas.
- Review, stamp, and file documentation according to PIU procedures.
- Assist in document retrieval and ensure proper handling and return.
KRA 4: Risk & Compliance Management
- Identify financial risks and support implementation of risk mitigation measures.
- Review financial documentation prior to disbursements.
- Support statutory and project audits by providing required documentation.
- Participate in annual stocktaking and asset verification; maintain cheque registers.
KRA 5: Safeguarding, Gender Equality & Inclusion
- Embed Plan International’s safeguarding and gender equality policies in all work.
- Ensure staff and associates understand responsibilities under policies and the Code of Conduct.
- Report and manage concerns in accordance with established procedures.
