Grants Finance Manager Job at Plan International

Job Description

The Grants Finance Manager is responsible for leading financial management for PIU’s grants portfolio, ensuring compliance with donor requirements, organizational policies, and statutory regulations. The role supports the Director of Finance in:

  • Grant proposal development and budgeting
  • Monitoring and reporting grant finances
  • Managing financial risks
  • Ensuring effective use and safeguarding of resources

The position provides technical leadership to the regional grants finance team across multiple field offices, ensuring timely, accurate, and compliant financial management of grants.

Grade: Level 16

Duties, Roles and Responsibilities

1. Grants Financial Planning, Monitoring & Reporting

  • Ensure timely and accurate grants financial reporting to donors and stakeholders.
  • Monitor grant expenditure and analyze burn rates for decision-making.
  • Provide leadership to field-based grants finance officers to ensure regular monitoring.
  • Support monthly grants meetings and provide updates to the Director of Finance.
  • Coordinate grant closeout procedures according to donor and PIU guidelines.
  • Advise on grants procurement and compliance requirements.

2. Partner Financial Management & Advisory

  • Review and analyze grant postings, budgets, and financial data.
  • Ensure timely submission of regional and donor reports.
  • Support partner capacity assessments, onboarding, and quarterly monitoring visits.
  • Ensure partner financial reports are accurate, compliant, and timely.
  • Ensure proper cost allocations per donor rules and maintain up-to-date partner records.

3. Systems & Tools Management

  • Ensure correct creation and mapping of all incoming grants in SAP4HANA.
  • Maintain accurate tracking, reporting, and archiving of grants data.
  • Lead ongoing improvement of grants management systems and tools.
  • Ensure alignment of grants data with overall financial systems for compliance and reporting efficiency.

4. Leadership & Staff Management

  • Lead and mentor the regional grants finance team.
  • Ensure performance management, capacity building, and staff development.
  • Promote team development, sharing of best practices, and a positive work environment.
  • Participate as a member of the Central Management Team (CMT).

5. Grants Financial Risk Management

  • Ensure all grants are audited according to donor requirements.
  • Implement audit recommendations and follow up with partners.
  • Maintain internal controls to mitigate grants risks and safeguard donor funds.
  • Coordinate donor regulations and training workshops for staff.
  • Update quarterly grants risk register and monitor compliance.

6. Grants Budgeting & Financial Planning

  • Advise management on grants budgets, funding requirements, and expenditures.
  • Support proposal budget development with Business Development and Finance teams.
  • Ensure timely disbursement of grants funds and accurate financial tracking.

7. Donor Relationship Management & Coordination

  • Maintain strong relationships with donors, partners, and field teams.
  • Ensure financial accountability and timely delivery of reports to donors.
  • Facilitate donor visits, support proposal development, and ensure knowledge sharing with global teams.

8. Safeguarding, Gender Equality & Inclusion

  • Ensure Plan International’s safeguarding and gender equality policies are implemented.
  • Promote awareness and compliance with policies across teams and partners.
