Job Description

The consultant will work under the supervision of the Senior Development Officer (Rwanda) and Senior Financial Inclusion Officer (Geneva HQ). The assignment includes mapping existing financial services for FDPs, engaging with financial service providers (FSPs), analyzing demand and supply gaps, and developing a roadmap with clear action plans. Deliverables include:

  • A mapping report on financial services for FDPs.

  • A segmentation toolkit for financial service providers.

  • A comprehensive roadmap (2026–2028) and action plan.

  • Presentation materials to share findings with stakeholders.

The role is home-based with possible missions to Rwanda and involves close collaboration with FSPs, UN agencies, and development partners.

How to Apply

  • Conduct a supply-side assessment of financial services for FDPs, identifying opportunities and barriers.

  • Develop a demand-side segmentation of FDPs’ financial service needs.

  • Map relevant stakeholders including banks, MFIs, and associations such as AMIR and the Rwanda Bankers’ Association.

  • Analyze gaps between FDPs’ financial needs and available services, including support services.

  • Develop a financial inclusion roadmap and action plan for 2026–2028.

  • Produce a toolkit to guide FSPs in designing/refining products for FDPs.

  • Prepare and deliver presentations summarizing key findings and recommendations.

  • Support UNHCR in engaging stakeholders and aligning with existing initiatives.

  • Education: Advanced degree in International Development, Economics, Finance, or related field.

  • Experience: At least 10 years in financial inclusion strategy, policy, and implementation.

  • Proven expertise in working with financial institutions and underserved populations.

  • Strong background in capacity building, training, data analysis, and policy work.

  • Solid understanding of the socio-economic needs of refugees and FDPs.

  • Research, analytical, and report-writing skills with prior publications in financial inclusion.

  • Excellent communication and writing skills in English.

  • Desirable: Experience with UN agencies, previous work in Rwanda, and refugee-focused projects.
