About the Organisation

We are a vibrant, coordinated, diverse, intersectional community-led National Consortium of Key Populations (KPs) uniting KPs in Uganda and pioneering the coordination of KP programmes. We are pioneering collective organising by KP groups, organisations and national networks towards better health and human rights, legal and policy frameworks, socioeconomic justice and inclusion in Uganda. We were formed on 19th July 2018 with a primary aim of bringing together representatives of Key Populations to collectively define and advocate for issues of common concern that include; health and human rights, response to shrinking resources and space for KP-led organizations.

Job Description

As the Finance & Grants Officer at UKPC, you will hold a pivotal role in the financial management and oversight of our projects and programs. You are entrusted with the comprehensive oversight of all financial aspects, ensuring strict compliance with both local and international regulatory standards, including those set by donors. Your responsibilities include the meticulous analysis of financial data to support strategic decision-making processes, ensuring financial resources are used efficiently and effectively. Through your expertise, you will ensure that UKPC upholds its financial integrity, enhances its accountability, and continues to achieve its mission of improving the well-being of key populations in Uganda.

Duties and Responsibilities

. Budget Management

  • Oversee the management of project/program budgets in strict accordance with donor regulations and project guidelines.

  • Ensure all financial practices align with stipulated requirements to maintain fiscal discipline and transparency.


Financial Analysis

  • Conduct detailed budget versus actual analyses to monitor and report on fiscal health.

  • Provide timely and accurate financial reports to project/program management, enabling informed decision-making and resource allocation.


Compliance and Reporting

  • Ensure rigorous compliance with all donor financial reporting requirements, including VAT and other tax obligations.

  • Maintain a proactive stance in meeting all financial compliance standards to uphold the organisation’s integrity and accountability.


Transaction Management

  • Manage all financial transactions, ensuring meticulous recording and maintaining of accurate financial records.

  • This includes the proper documentation and tracking of all expenditures and revenues associated with the project.


Funds Disbursement and Reconciliation

  • Oversee the disbursement of project/program funds and conduct thorough reconciliations to prevent and address any discrepancies or irregularities.


Support for Sub-recipients and Grantees

  • Provide essential support to sub-recipients and grantees, guiding them in proper financial management and reporting practices.

  • Ensure they meet the same high standards of compliance as UKPC.



Risk Assessment and Mitigation

  • Conduct financial risk assessments regularly and develop robust mitigation strategies to protect UKPC against financial pitfalls and ensure the sustainability of project funding.


Donor Liaison and Audit Participation

  • Act as the primary financial liaison with donors, engaging in continuous communication and cooperation.

  • Participate actively in financial audits and reviews, demonstrating the organisation’s commitment to transparency and compliance.


Staff Training and Guidance

  • Offer regular guidance and training to project/program staff on various aspects of financial management and compliance.

  • Equip them with the necessary skills and knowledge to enhance their proficiency in managing project finances according to best practices.


Support to Finance Manager

  • Assist the Deputy Director General (Finance, Operations and Human Resource) with other related financial tasks and responsibilities as required, ensuring a cohesive and effective finance department.

Qualifications and Competencies

  • A Bachelor’s degree in Finance, Accounting, or a related field, with a preference for candidates who have attained a Master’s degree.

  • Must possess a recognised professional qualification such as ACCA (Association of Chartered Certified Accountants) or CPA (Certified Public Accountant).

  • A minimum of 5 years of experience in financial management, with a strong preference for those who have worked on USAID-funded projects or other international development programs.

  • Extensive knowledge of USAID regulations, policies, and procedures related to financial management.

  • Proficiency in budgeting, financial analysis, and reporting.

  • Possesses strong analytical skills and meticulous attention to detail, ensuring the accuracy and reliability of financial data and reporting.

  • Excellent communication and interpersonal skills are required.

  • Ability to work effectively in a multicultural environment and manage responsibilities under tight deadlines.

  • Experience in grants management and sub-recipient monitoring is highly valued.
