Job Description

Job Title:  Field Coordinator

Organisation: Norwegian Refugee Council (NRC)

Duty Station: Kiryandongo, Uganda

Duties, Roles and Responsibilities

  • Manage support staff at field office level

  • Manage day to day HR & Admin, finance, logistics and security tasks of the field office

  • Ensure adherence to NRC policies, handbooks, procedures and SOPs/guidelines

  • Ensure adherence to Security and Risk Management policy and procedures

  • Coordinate and assist with budgets and costs for the field office’s shared costs and support functions

  • Provide support in the training and development of staff

  • Provide support to project implementation at field office level

  • Coordinate representation meetings with the UN, partners and authorities

  • Promote the rights of persons we serve in line with the advocacy strategy


Specific responsibilities

  • In charge with the support of the all stake holder’s relationship/coordination management with the area with the support of the Area manager and Core Competency (CC) coordinators

  • In charge of the programs support functions/access for programs related/security within his or her area of operations with the guidance of the Area Manager

  • In charge of internal and external representations meetings with the support of the Area Manager in his or her area of operations

  • In charge of the bases over all operations managements in the absence of the Area Manager/Act as NRC representative at field level with the backup of the Area manager

  • Ensure that all organizational policies are understood and being followed by NRC staff in the field location. These include financial, Human resource, security, logistics, standard Operational procedures and Employee Terms and Conditions.

  • Oversee and coordinate the management of the field office support budgets and perform Executive monitoring of the program budget, and ensure sufficient budget management tools are in place for the field office.

  • Participate in programme review reviewing and updating humanitarian needs of host community and refugees

  • Participate in the Grants Opening Meeting, after action review meeting, quarterly review meeting and ensure the project cycle management is followed by all CC with the project location.

  • Ensure strong donor compliance, Monitoring and Evaluation (M&E) and quality control procedures are understood and entrenched in all Core Competency projects and honestly raise challenges and issues faced at the field level to Project Coordinators and Area Manager.

Qualifications, Education and Competencies

  • Minimum 3 years of experience from a senior level project implementation and management position in a humanitarian, recovery or development context

  • Experience in financial, asset and human resources management, budgeting and administration

  • Knowledge of at least two of the following program areas: cash-based interventions, food security and livelihoods, protection, ICLA.

  • Previous experience working in complex and volatile contexts

  • Documented results related to the position’s responsibilities

  • Experience developing proposals and project budgets

  • Knowledge about own leadership skills/profile

  • Written and oral fluency in English


Context related skills, knowledge and experience.

  • University Degree (Bachelor’s) in a Project Planning and Management, Social Work and Social Administration, Adult and Community Education, Development Studies or a related field.

  • Post graduate or Masters Qualification will be added Advantage

  • At least five years of experience from working as a Project or Support Manager in a humanitarian /recovery

  • Documented results in supporting smooth Project Implementation from start to closure

  • Previous experience from working in complex refugee or internally displaced context required

  • Experience with start-up and development of transitional programs from emergency to development

  • Experience in setting up emergency operations

  • Fluency in English, both written and verbal

  • Valid driver’s license

  • Knowledge about own leadership skills/profile
