Job Description
The eLMIS System Consultant will be responsible for conducting a comprehensive global and national assessment of current digital supply chain systems and proposing a costed implementation plan for a standardised, TSS-compliant national eLMIS for Uganda. The consultant will work closely with the Uganda National Expanded Programme on Immunisation (UNEPI), Ministry of Health (MoH), and other stakeholders to ensure the new system enhances efficiency, real-time data visibility, and decision-making in logistics and supply chain operations. This consultancy is the first phase of a broader rollout, encompassing scoping, requirement mapping, stakeholder engagement, and drafting hardware/software recommendations.
Duties, Roles and Responsibilities
Develop an inception report and detailed workplan.
Conduct project kick-off and stakeholder engagement meetings.
Undertake a global desk review and develop 3–5 case studies of eLMIS implementations in similar contexts.
Support a national assessment to determine Uganda's eLMIS needs.
Develop hardware and software requirement plans in line with Target Software Standards (TSS).
Create a matrix comparing international eLMIS suppliers and deployment models.
Draft a national training plan with timelines and cost estimates.
Develop a communications plan for stakeholder sensitization and project visibility.
Facilitate validation workshops and incorporate stakeholder feedback into final deliverables.
Produce key project documents, including a Business Requirements Document, Project Management Plan, and implementation roadmap.
Qualifications, Education and Competencies
Education:
Master’s/Advanced degree in Public Health, Supply Chain Management, or a relevant field.
Experience:
Minimum of 10 years of professional experience in supply chain management, with specific expertise in electronic logistics systems (eLMIS).
Experience working with governments, donors, and stakeholders in health system strengthening.
Demonstrated ability in digital health systems planning and implementation.
Skills and Competencies:
Strong analytical, organizational, and project management skills.
In-depth knowledge of international eLMIS platforms (e.g., OpenLMIS, mSupply, Logistimo).
Ability to engage and collaborate with a range of stakeholders including ministries and international partners.
Excellent communication and presentation skills.
Familiarity with TSS and digital health interoperability frameworks.
