Job Title: Director of Global Procurement

Position Summary

Heifer International seeks a Director of Global Procurement to lead the design, implementation, and oversight of its global procurement strategies. This leadership role is pivotal in aligning procurement systems across the organization with donor compliance, efficiency, and cost-effectiveness standards. The Director will work closely with senior leadership and stakeholders across departments and country offices to develop best practices, ensure policy adherence, and support strategic sourcing and vendor management.

Duties, Roles and Responsibilities

Global Procurement Systems & Policy (50%)

  • Develop and maintain procurement policies and systems aligned with Heifer and donor requirements.

  • Ensure integration with financial systems and efficiency in procurement processes.

  • Manage contract administration and vendor compliance.

  • Oversee risk assessments, vendor screening, and adherence to anti-terrorism laws.

  • Lead global training initiatives and maintain the Global Procurement Manual.

Procurement Operations (20%)

  • Lead a team managing high-value procurements globally.

  • Support field offices with complex procurement processes.

  • Monitor KPIs to optimize procurement performance.

  • Train and onboard global staff in procurement procedures and tools.

  • Champion diversity and small business participation goals.

Cross-Functional Collaboration (10%)

  • Represent procurement on cross-departmental initiatives.

  • Ensure strong internal controls with Finance, Risk, Legal, and IT teams.

  • Ensure documentation meets audit and donor requirements.

Additional Duties (5%)

  • Undertake other responsibilities as assigned, contributing to operational success.

Qualifications, Education and Competencies

Minimum Requirements

  • Bachelor’s degree in Business, Public Administration, or a related field.

  • 10+ years in procurement or contract management, including 5 years of direct procurement experience.

  • 5+ years of team management experience.

  • 3+ years in global procurement.


Preferred Qualifications

  • Master’s degree in a relevant field.

  • Fluency in Spanish or other languages.

  • Experience with Unit4/Agresso software.

  • Familiarity with U.S. Federal Uniform Grant Guidance and international procurement regulations.


Key Competencies

  • Strong communication and collaboration skills.

  • Expertise in procurement regulations and compliance.

  • Experience in multicultural, decentralized work environments.

  • Ability to manage change and drive policy implementation globally.


Working Conditions & Physical Demands

  • Office-based with extended computer use.

  • Frequent communication via phone, email, and video conferencing.

  • Willingness to travel internationally, including to rural project sites.

  • Ability to work flexible hours as needed.

  • Maintain confidentiality and sensitivity in a diverse environment.


Compensation

This is a global position. Salary is commensurate with the candidate's location and experience.

For U.S.-based applicants:The annual salary range is $125,000–$140,000, based on experience and qualifications.
