Position Title: Country Director – Uganda
Organization: Innovations for Poverty Action (IPA)
Location: Kampala, Uganda
Position Summary
IPA seeks a strategic and experienced Country Director to lead its Uganda country program, based in Kampala. The Country Director will set the strategic vision for IPA Uganda, oversee research and policy engagement across multiple sectors, and manage a multidisciplinary team of permanent and field staff.
This is a leadership role requiring both operational oversight and relationship management with donors, government, academic partners, and implementing organizations. You will work closely with IPA’s Global teams and play a pivotal role in expanding IPA’s footprint and impact in Uganda.

How to Apply
1. Strategic Leadership and Research Oversight
Lead country program strategy in alignment with IPA’s global mission.
Supervise research teams, ensuring adherence to IPA’s rigorous research standards.
Foster a culture of learning, quality, and innovation across all projects.
Build systems to support research design, data collection, data analysis, and reporting.
2. Policy Engagement and External Relations
Manage IPA Uganda’s relationships with government institutions, donors, NGOs, and research partners.
Oversee a team of policy professionals to support policy uptake of research findings.
Identify and cultivate opportunities for new research projects in partnership with government and academic stakeholders.
Lead dissemination efforts and promote the scale-up of evidence-backed interventions.
Strengthen collaboration with local researchers and institutions to expand IPA’s influence and impact.
3. Operational and Financial Management
Oversee office operations, human resources, procurement, IT, and logistics.
Ensure compliance with IPA’s financial policies and donor regulations.
Manage project and office-level budgets with support from the Global Finance and Grants team.
Plan and monitor revenue to ensure financial sustainability of the country office.
4. New Project Development
Identify research opportunities aligned with national priorities.
Collaborate with Principal Investigators to design new projects and develop funding proposals.
Lead budget planning and project scoping to meet IPA and donor standards.
5. Risk Management and Security
Set security protocols for field operations and respond to emerging risks.
Lead crisis response efforts and ensure safety measures are in place.
Work with designated security staff to monitor evolving security contexts.
Required:
5–7 years of relevant experience, including 3+ years in a leadership or management role.
Demonstrated ability to lead teams and manage multiple, complex projects.
Experience in research, particularly in impact evaluations and evidence-based policy.
Background in project budgeting, planning, and development.
Familiarity with Uganda or experience living and working in sub-Saharan Africa.
Excellent communication and stakeholder engagement skills.
Strong organizational and problem-solving skills.
Experience in HR and financial management.
Proven ability to motivate and lead diverse, cross-cultural teams.
Willingness to travel regularly within Uganda and internationally as needed.
Preferred:
Background in randomized controlled trials (RCTs) or rigorous impact evaluations.
Experience working with government partners or policy institutions.
Strong quantitative skills and familiarity with data management tools.
Experience managing risk or working in volatile environments.
