The Community Led Monitoring (CLM) Officer, will work under under Global Fund supported project titled “Supporting Uganda’s HIV and TB Reduction Strategic Plans” (UGA-C-TASO). The Officer will be responsible for empowering communities through facilitating meaningful engagements between the district leadership, community members and Community Based Organisations (CBOs) at district level. They facilitate training and dialogues and/ or barazas to foster social accountability for improved service delivery on HIV/TB and malaria epidemic across the project location. They are responsible for nurturing partnerships with different stakeholders in the districts of operation and ensure that community voices are heard and community health needs are addressed at the district and national level.
Community engagement: Establish and maintain strong relationships with community members, leaders, and stakeholders involved in the development projects or programs. Facilitate open communication channels to ensure active community participation and ownership of the monitoring process.
Capacity building: Provide training, guidance, and support to community members on monitoring and evaluation methodologies, tools, and techniques. Build their capacity to collect, analyze, and report data effectively.
Facilitation of participatory processes: Organize community meetings, focus group discussions, workshops, and other participatory activities to gather feedback, opinions, and insights from community members. Ensure that marginalized or vulnerable groups have a voice in the monitoring process.
Development of monitoring plans: Collaborate with community members to develop monitoring plans that outline the objectives, methods, indicators, and timelines for monitoring and evaluating the performance of development projects or programs.
Data collection and analysis: Coordinate data collection efforts within the community using participatory methods such as surveys, interviews, mapping exercises, and observation. Analyze and interpret data collected to identify trends, patterns, and areas for improvement.
Community-led indicators: Work with community members to develop context-specific indicators and benchmarks that reflect their priorities, needs, and aspirations. Ensure that monitoring efforts are aligned with community-defined goals and outcomes.
Documentation and reporting: Document monitoring findings, insights, and recommendations in clear and accessible formats. Prepare regular reports or updates to share with community members, project implementers, donors, and other stakeholders.
Advocacy and empowerment: Use monitoring findings to advocate for community interests, rights, and priorities with project implementers, government agencies, and other relevant stakeholders. Empower community members to hold duty-bearers accountable for delivering on their commitments.
Conflict resolution: Address conflicts, disagreements, or misunderstandings that may arise during the monitoring process. Facilitate dialogue and negotiation to find mutually acceptable solutions and maintain positive relationships within the community.
Knowledge sharing: Promote knowledge sharing and learning within the community by organizing peer-to-peer exchanges, learning events, and knowledge-sharing platforms. Facilitate the dissemination of best practices, success stories, and lessons learned.
Feedback mechanisms: Establish feedback mechanisms that allow community members to provide input, raise concerns, and give feedback on development projects or programs. Ensure that feedback is collected, addressed, and acted upon in a timely and transparent manner.
Sustainability and continuity: Promote the sustainability and continuity of community-led monitoring initiatives by building local capacity, fostering leadership within the community, and institutionalizing monitoring processes within existing community structures.

Bachelor's degree in Social Sciences, development studies, community development, or a related discipline from a recognized university.
Postgraduate diploma in Monitoring and Evaluation or project management is desired. Experience and
Skills:
At least 3 years’ experience in community engagement, participatory development methodologies, community-based approaches, HIV/TB programming or related fields.
Experience in community mobilization, participation and empowerment methodologies
Good oral and written communication skills.
