Communications Specialist – Uganda
Organization: Cyber School Technology Solutions (CSTS)
Program: Uganda eLearning Initiative for Education Institutions
Deadline: 10th November 2025
The Uganda eLearning Initiative for Education Institutions Program is a 5-year program (2022–2027) aimed at improving access to quality education in selected universities and TVET institutions, enabling youth to transition into dignified and fulfilling work.
Position Reports To: Project Manager
Position Purpose
The Communications Specialist will lead strategic communication, content development, and media engagement for the Uganda eLearning Initiative. The role ensures effective storytelling, stakeholder engagement, and visibility while supporting monitoring, learning, and reporting activities.
Duties, Roles and Responsibilities
1. Strategic Communications & Planning
- Maintain and update the communications strategy and annual work plan in line with program objectives and Mastercard Foundation guidelines. 
- Ensure consistent branding, messaging, and tone across all communication channels. 
- Maintain a current stakeholder database and implement crisis and reputational risk mitigation protocols. 
- Amplify youth voices through written, digital, and multimedia content highlighting program impact. 
2. Content Development & Storytelling
- Document success stories, case studies, and lessons learned from program activities. 
- Develop and update communication materials, including briefs, brochures, infographics, newsletters, and presentations. 
- Translate program monitoring and evaluation (M&E) insights into engaging communication products. 
- Manage relationships with media outlets, coordinating press briefings, interviews, and coverage. 
3. Media & Digital Engagement
- Manage the program’s digital presence, including website content, newsletters, and social media platforms. 
- Lead digital campaigns to increase awareness and use of eLearning resources. 
- Draft and disseminate media releases, op-eds, and feature articles. 
- Build relationships with journalists, influencers, and media outlets to ensure positive coverage. 
- Monitor analytics and audience engagement to optimize communication strategies. 
4. Stakeholder Communication & Coordination
- Provide tailored updates to key stakeholders, including youth, government agencies, education institutions, implementing partners, and funders. 
- Collaborate with internal teams to ensure accurate and aligned messaging. 
- Support events, trainings, and launches by preparing media kits, talking points, and branded materials. 
- Serve as the primary contact for communications with governance bodies and strategic partners. 
5. Monitoring, Learning & Reporting
- Monitor and evaluate communication activities against agreed indicators. 
- Produce quarterly and annual communication reports to support CSTS and donor reporting requirements. 
- Adapt strategies based on lessons learned and evolving project needs. 
- Provide evidence-based inputs for donor and stakeholder reporting.

Qualifications, Education and Competencies
- Bachelor’s degree in Communications, Public Relations, Journalism, Marketing, or related field (Master’s degree preferred) 
- 5–7 years of experience in communication roles, ideally within development, education, or donor-funded projects 
- Strong writing, editing, and storytelling skills; ability to produce engaging multimedia content 
- Proficiency in digital media management, graphic design tools (e.g., Canva, Adobe Suite), and content management systems 
- Experience working with international donors and knowledge of donor branding/visibility guidelines 
- Excellent interpersonal and networking skills
