About the Organisation
The Agency for Accelerated Regional Development (AFARD), in partnership with six implementing organizations — African Agribusiness Incubation Network (AAIN), Omia Agribusiness, Agromax, Tropical Institute of Development Innovations (TRIDI), Uganda Rural Development and Training Institute (URDT), and Gudie Leisure Farm (GLF) — and in collaboration with the Mastercard Foundation, will implement a transformative five-year program titled “Sustainable Inclusive Youth Employment Pathways (SIYEP)”.
The SIYEP program is part of the Young Africa Works Strategy and aims to tackle youth unemployment among young women in West Nile, Karamoja, Acholi, Central, and Western Uganda. The initiative targets to directly reach 258,000 young women, including 7% refugees and 5% young women with disabilities (YWWDs). The goal is to transition 90% of participants into employment, and ensure 70% secure dignified and fulfilling work.
Key interventions will include institutional capacity building, market-relevant training, skilling, incubation, and improved access to capital and markets. Implementation will engage Technical and Vocational Education and Training (TVET) institutions, local artisans, and incubation centers, working closely with both local and central government entities such as:

Ministry of Gender, Labour and Social Development (MoGLSD)
National Council for Higher Education (NCHE)
Uganda Business and Technical Examinations Board (UBTEB)
Directorate of Industrial Training (DIT)
Uganda National Bureau of Standards (UNBS)
Uganda Registration Services Bureau (URSB)
Uganda Revenue Authority (URA)

Job Description
Reporting to the Programs Manager and working under the guidance of the SIYEP Communications and Networking Specialist, the Communications Officer will develop and manage communications tools, channels, and content to promote AFARD’s visibility and ensure clear messaging to key stakeholders. The role requires identifying impact stories, managing digital platforms, producing communication products, supporting youth participation, and organizing promotional events. The officer will also play a critical role in crisis communication, stakeholder engagement, and maintaining public image.
Duties, Roles and Responsibilities
Develop and implement a comprehensive SIYEP communication plan for AFARD.
Utilize innovative multi-channel communication tools and strategies.
Identify and document impact stories and innovations for internal and external dissemination.
Craft targeted campaign messages for key audiences, including government, youth, private sector, and development partners.
Provide communication support to program teams, including managing communication risks or crises.
Manage and grow social media presence (Twitter, Facebook, YouTube) and the program’s webpage with regular posts and content.
Track and share digital communication trends and tools with the wider team.
Foster relationships with stakeholders and explore outreach opportunities, especially among youth and young women.
Engage youth ambassadors and elevate the voices and experiences of youth beneficiaries.
Contribute to regular communications products such as newsletters, brochures, video documentaries, and social media content.
Support and coordinate program promotional events including international and national commemoration days.
Develop detailed annual impact reports showcasing program achievements and progress.
Carry out administrative tasks and assist with communication-related requests as needed.
Monitor media coverage and public sentiment, respond to inquiries, and collect stakeholder feedback.
Qualifications, Education and Competencies
Bachelor’s degree in Mass Communication, Journalism, Media, or Communication for Development.
Minimum of 3 years’ experience in development, impact, or science communication.
Proven ability to engage diverse stakeholders through effective and tailored communication strategies.
Strong interpersonal, leadership, and communication skills (verbal and written).
Computer literacy with proficiency in digital communication platforms and tools.
High level of integrity and professionalism.
Demonstrated ability to work collaboratively, innovatively, and flexibly in a fast-paced environment.
Experience in networking and partnership building to support program goals.
Prior experience working in refugee-hosting communities is an added advantage.
Willingness to travel to remote areas as needed.
