Job Description
The Chief Librarian will oversee all library functions across the Bank including the acquisition, classification, dissemination, and preservation of information resources. They will lead modernization of CBK libraries, implement digital systems, and manage a robust records management and archival program. The role also entails leadership of library personnel, development of policies, stakeholder engagement with national and international institutions, and ensuring continuous improvement of services to meet the dynamic information needs of the Bank.
Duties, Roles and Responsibilities
Strategic Responsibilities
Provide high-quality library services to staff aligned with the Bank’s mission.
Lead modernization and digitization efforts in library services.
Develop and deliver innovative information services and products.
Preserve and provide access to the Bank’s institutional memory.
Set and enforce library policies and guidelines.
Technical and Operational Responsibilities
Manage and coordinate library staff activities and performance.
Oversee the acquisition, maintenance, and upgrades of integrated Library Security Management Systems.
Deliver electronic library content to staff and provide training/support for its use.
Maintain and update the library’s collection management and inventory systems.
Handle reference services and client relations.
Prepare annual budgets, risk management, and performance reports.
Supervise production and distribution of departmental publications.
Conduct user needs assessments and training on e-resources.
Represent the CBK Libraries in national/international forums and workshops.
Liaise with other financial institution libraries and external stakeholders.
Other Responsibilities
Train staff on information access and library tools.
Ensure adherence to library policies and standards.
Manage internal and external information service relations.
Perform other duties as assigned.
Qualifications, Education and Competencies
Educational Qualifications
Bachelor’s Degree in Library and Information Studies.
Master’s Degree in Library Studies and Information Science is an added advantage.
Work Experience
Minimum of eight (8) years in a library environment.
At least five (5) years in a role of similar professional complexity, especially in an e-library setup.
Technical Competencies
Practical knowledge of online cataloguing (Dewey Decimal Classification, AACR, RDA toolkit).
Understanding of international standards in cataloguing and classification.
Excellent communication and presentation skills.
Proficient in library management systems and digital tools.
