Uganda Railways Corporation (URC), established in 1977 following the dissolution of the East African Railways Corporation, serves as Uganda's primary railway system, reporting to the Ministry of Works and Transport.
The corporation's mission is to establish and manage reliable, efficient, and safe railway and marine transport services in East Africa to foster sustainable economic and social development. URC oversees a network spanning approximately 1,266 kilometers, including operational sections like the Malaba–Jinja–Kampala main line (251 km), and lines connecting Kampala to Port Bell and Nalukolongo. Despite historical challenges such as civil unrest and infrastructure degradation, URC has made significant strides in revamping services, notably relaunching cargo operations to Tanzania's Port of Dar es Salaam after a decade-long hiatus.

Job Description
The CFO will be responsible for:
Planning and Implementing the Financial Strategy: Developing and implementing financial strategies aligned with URC’s transformation goals and strategic objectives, providing financial insights to optimize cost efficiency and revenue generation.
Financial Reporting & Compliance: Ensuring accurate and timely financial reporting, strengthening internal controls to mitigate fraud and mismanagement, and ensuring compliance with national and international financial standards.
Budgeting & Financial Management: Developing realistic budget plans, monitoring budget performance, and ensuring financial sustainability and efficient use of resources.
Risk Management & Internal Controls: Identifying financial and non-financial risks and developing strategies for liquidity and working capital management.
Funding & Investment Planning: Leading efforts to secure funding for infrastructure projects and optimizing capital expenditure and debt management.
Leadership & Stakeholder Engagement: Advising senior management, leading the finance team, and collaborating with external stakeholders such as auditors, government agencies, and financial institutions.

How to Apply
Lead the development and implementation of financial strategies aligned with URC's objectives.
Provide financial insights to support business decisions and growth.
Ensure the preparation of accurate and timely financial reports.
Strengthen internal controls and mitigate fraud.
Ensure compliance with financial reporting standards and relevant laws.
Develop and manage budgets, monitor performance, and optimize financial resources.
Identify and mitigate financial risks, including foreign exchange risks for infrastructure projects.
Lead efforts to secure financing for key infrastructure projects.
Provide leadership and mentorship to the finance team.
Engage with external stakeholders and advise on financial matters.
Bachelor’s degree in Finance or Accounting.
Master’s degree in Finance, Business Administration (MBA), or a related field.
Membership of ICPAU (Institute of Certified Public Accountants of Uganda) is a must.
A minimum of 15 years of progressive experience in financial management, with at least 6 years in a senior leadership role such as CFO or Finance Director.
Strong knowledge of International Financial Reporting Standards (IFRS), public sector financial regulations, and corporate finance.
Proven leadership skills and ability to work with high-level stakeholders.
