Job Description
The Assistant Innovation Officer will play a critical role in rolling out the Connectivity for Refugees (CfR) and Inclusive Digital Employment Alliance (IDEA) initiatives in Rwanda. The incumbent will work with national and international partners to expand connectivity, enhance digital skills, and link refugees to online employment opportunities.
Key areas of focus include:
Supporting the establishment of the digital employment and connectivity platform in Rwanda.
Facilitating coordination with government agencies, telecom operators, innovation hubs, NGOs, and refugee-led organizations.
Conducting and supporting assessments on digital access and employment opportunities.
Overseeing the design and delivery of projects on connectivity, digital literacy, and digital employment linkages.
Representing UNHCR in strategic national and international forums on digital inclusion.
Supporting fundraising and donor engagement efforts.
The role requires close collaboration with UNHCR’s Rwanda team and technical guidance from the global Innovation Service.
Duties, Roles and Responsibilities
Support the establishment and coordination of national-level initiatives on digital employment and connectivity for refugees.
Facilitate multi-stakeholder engagement with government ministries, telecom companies, NGOs, and refugee-led organizations.
Serve as UNHCR’s focal point in the Joint Programme on Data, Innovation, and Digital.
Contribute to research, assessments, and documentation of lessons learned on digital inclusion.
Oversee implementation of activities on infrastructure, digital skills, inclusive policy advocacy, and employment linkages.
Track project progress, prepare reports, and support donor reporting.
Contribute to fundraising by preparing narratives, donor briefs, and pitch materials.
Represent UNHCR in forums on digital livelihoods and innovation.
Collaborate with global partners such as GSMA, ITU, ILO, and UNICEF to align Rwanda’s work with global initiatives.
Support other innovation-related activities as assigned.
Qualifications, Education and Competencies
Education
Bachelor’s degree in Computer Science, Telecommunications, Technology, Innovation, Politics, Human Rights, or related field (required).
Master’s degree (desirable).
Experience
Proven experience in digital livelihoods, technology, telecommunications, or digital services.
Strong experience in project implementation and coordination, preferably in community-facing digital initiatives.
Familiarity with Rwanda’s connectivity ecosystem (telecoms, innovation hubs, regulatory frameworks).
Experience in stakeholder engagement with government, private sector, and civil society.
Experience working with marginalized groups, especially youth in displacement settings.
Prior UN or international development experience is an advantage.
Competencies
Fluency in English (required); working knowledge of Kinyarwanda and/or French (desirable).
Strong understanding of the digital economy and connectivity ecosystems.
Excellent organizational, coordination, and communication skills.
Strong writing, reporting, and documentation ability.
Ability to design inclusive, youth-friendly digital employment solutions.
Knowledge of humanitarian protection principles (advantage).
Ability to work in multicultural environments with minimal supervision.
