Job Description
The Advisor will play a pivotal role in managing IT projects from design to implementation, advising stakeholders, and ensuring effective collaboration between public and private partners. Responsibilities will include project management, technical advisory, IT architecture, capacity building, procurement, financial monitoring, and reporting. The role requires close coordination with government institutions, consultants, and external service providers to ensure impactful delivery of digital transformation initiatives aligned with Rwanda’s national strategies.

How to Apply
Plan, manage, and implement IT projects from inception to go-live.
Provide technical advice to partners, project managers, and stakeholders.
Oversee service providers, ensuring quality assurance and contract compliance.
Identify synergies with other projects to enhance collaboration and impact.
Support government institutions in IT architecture and capacity building.
Develop and foster partnerships with government agencies, private sector, and civil society.
Facilitate workshops, meetings, and knowledge exchange sessions.
Prepare contracts, concept notes, reports, and briefing documents.
Conduct IT design and system architecture workshops with stakeholders.
Research and analyze emerging technologies relevant to project goals.
Support project financial management, procurement processes, and monitoring.
Contribute to reports, PR materials, and communication activities.
Qualifications:
University degree (Master’s preferred) in IT, Computer Science, or related STEM field.
Project Management certification (PMP, Scrum Master) is an advantage.
Certification as IT Architect is a plus.
Experience:
At least 3 years of professional experience in digitalisation or public administration (5 years preferred).
Proven project management skills, including conceptualisation, planning, and monitoring.
Strong technical advisory experience in IT architecture, software engineering, and delivery standards.
Experience working with or advising government institutions on digitalisation.
Competencies:
Strong ability to translate between technical and non-technical stakeholders.
In-depth knowledge of digital government, IT security, and data governance.
Excellent networking and partnership-building skills.
Proficiency in English; knowledge of French or Kinyarwanda is an asset.
Self-organised, results-driven, and adaptable in dynamic environments.
