Assignment Title: Consultancy Services for Preparation of a Grievance Redress Mechanism (GRM) Handbook for GROW

The Government of the Republic of Uganda has received financing from the World Bank toward the cost of the Generating Growth Opportunities and Productivity for Women Enterprises (GROW) Project, and intends to apply part of the proceeds for Consulting Services.

The Project Development Objective is to increase access to entrepreneurial services that enable women entrepreneurs to grow their enterprises in targeted locations, including host and refugee communities. The Project is being implemented by the Ministry of Gender, Labour and Social Development (MGLSD), in conjunction with Private Sector Foundation Uganda (PSFU).

The Project involves many stakeholders including Donors, Central and Local Governments, service providers and local communities among others operating and relating in various ways. It is envisaged that during project implementation and operation, several issues and complaints may arise that must be addressed for successful implementation of the project. It is against this background that the Ministry of Gender Labour and Social Development wishes to develop the GROW Project Grievance Redress Mechanism (GROW-GRM) to enable its stakeholders raise issues, concerns and grievances throughout project cycle. The GRM shall ensure that all concerns and grievances are appropriately registered, and addressed in a transparent and credible manner.

The Ministry of Gender, Labor and Social Development now invites eligible individual consultants ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the following minimum qualifications and relevant experience to perform the Services:

A postgraduate degree in Social Sciences, Development Studies, Development, Human Rights, Social Sciences or any related field;
A bachelor's in Arts, Social Sciences, Development Studies, Human Rights or any related field.
At least 10 years working with Social Safeguards Assessments, out of which 4 are for grievance management in World Bank funded projects;
Proven and verifiable competency in undertaking similar assignments in Uganda or even other countries:
Good understanding of the relevant safeguards regulatory frameworks both by World Bank and Government of Uganda:
Knowledge of broad social, cultural and economic dynamics affecting women enterprises in Uganda

The selection will be conducted in accordance with the procedures for selection of Individual Consultants set out in the World Bank Procurement Regulations for Investment Project Financing (IPF) Borrowers dated November 2020 (Procurement Regulations).

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the Procurement Regulations setting forth the World Bank's policy on conflict of interest. Expressions of interest must be delivered in a written form to the MGLSD's General Registry on 2nd Floor on the address indicated below (in person, or by mail, or by e-mail) by Wednesday May 22- 2024 at 11:00Hours. Consultants may make arrangements to have their Expressions of Interest delivered by courier services. However, no liability will be accepted for loss or late delivery.
