About the Role
Raising The Village (RTV) is seeking a passionate and results-oriented VSF Officer to lead the implementation of a Village Start-Up Fund (VSF) initiative in the Midwest region. The VSF project is part of a larger research and innovation program funded by the Gates Foundation, aimed at improving access to capital for Village Savings and Loan Associations (VSLAs), particularly women-led groups.
The VSF Officer will play a key role in expanding access to microloans, strengthening financial literacy, and ensuring long-term sustainability of community financial structures. The position is ideal for someone with strong financial management skills, experience working at the community level, and a deep understanding of VSLA models.

How to Apply
Community Engagement & Capacity Building
Mobilize and onboard VSLAs in target communities
Deliver trainings on financial literacy, business planning, governance, and savings strategies
Support VSLAs in identifying sustainable income-generating activities
Mentor group leadership on record-keeping, transparency, and conflict resolution
Loan Management
Review loan applications and assess eligibility and repayment capacity
Facilitate the loan approval and disbursement process
Monitor loan utilization and repayment performance
Identify and address risks or defaults with timely support
Maintain detailed records of all loan transactions and group agreements
Financial Oversight
Prepare and manage project budgets in line with donor guidelines
Ensure accurate and timely loan disbursements and collections
Reconcile financial records using Beonic and bank data
Train VSLA groups on financial accountability and internal controls
Conduct spot checks to ensure compliance and safeguard project funds
Reporting & Documentation
Submit accurate weekly, monthly, and quarterly narrative and financial reports
Maintain updated databases of VSLA activities, disbursements, and repayments
Support digital reporting by group champions and field staff
Provide insights on portfolio performance and risk mitigation
Archive all reports and supporting documents systematically for audits
Bachelor’s degree in Finance, Accounting, Economics, Business Studies, Microfinance, or a related field
Professional training in microfinance or credit management is a plus
Minimum of 3 years in loan management, microfinance, or community-based financial services
Strong knowledge of VSLA models and rural financing
Experience training community groups in financial literacy and enterprise development
Proficient in MS Office (Word, Excel, PowerPoint); knowledge of digital reporting tools preferred
Excellent interpersonal and communication skills
Fluency in English; local language proficiency is an added advantage
Must be comfortable working and traveling extensively in rural communities
