Job Summary: URC is seeking an experienced Technical Director, Global Health Security (GHS), based in Kampala, for the Uganda Health Activity (UHA), a five-year program. The purpose of UHA is to support the Government of Uganda’s (GOU’s) efforts to increase the survival and well-being of Ugandans and improve overall health system resilience in priority regions. The program strengthens the quality and availability of maternal, newborn, child, and adolescent health services; global health security and infectious disease control, including HIV/AIDS, TB, and malaria; nutrition; and water, sanitation, and hygiene (WASH), as well as health systems at the regional, district, facility, and community levels.
Duties, Roles and Responsibilities
The Technical Director, Global Health Security, will provide strategic leadership, technical direction, and operational oversight for the implementation of health security interventions across targeted districts.
This role ensures alignment with national and global frameworks for epidemic preparedness, One Health, and community resilience.
The Technica Director will coordinate multisectoral partnerships and guide innovations to strengthen prevention, detection, and response capacities in line with the 7-1-7s target to improve epidemic preparedness and response in Uganda.
Specific responsibilities include the following:
Provide technical guidance for strengthening Uganda’s global health security systems for the prevention, detection, and response to endemic and emerging infectious disease threats.
Provide strategic oversight and technical leadership to central-, region-, and district-based staff, ensuring that GHS activities are responsive to UHA needs and aligned with Uganda’s national health priorities.
Review and refine technical strategies to ensure adherence to project work plans and achievement of measurable outcomes.
Participate in national and regional coordination meetings with the MOH, NTF, and other stakeholders to support multisectoral collaboration.
Lead the design and implementation of preparedness activities targeting high-risk communities, including surveillance, emergency supply chain linkages, laboratory systems, and risk communication.
Support the extension of community-based reporting and response mechanisms, ensuring linkages to district and national emergency systems.
Contribute to national efforts in epidemic preparedness and response through technical inputs, policy alignment, and capacity building.
Support implementation of GHS initiatives by strengthening the functionality of seven Regional Public Health Emergency Operation Centers (RPHEOCs) to coordinate and implement subnational epidemic preparedness and response.
Support the functionality of existing Regional EOCs through technical mentorship and logistical support.
Work with the MOH to establish and operationalize additional Emergency Operation Centers to enhance epidemic preparedness and response capacity in the country.
Participate in coordination meetings with other GHS partners in Uganda to harmonize implementation and eliminate duplication.
Participate in work planning and budgeting processes.
Contribute to the documentation and periodic reporting of GHS and health systems strengthening activities, highlighting lessons learned and best practices.
Review and approve work plans, activities, and budgets for GHS in coordination with project and regional teams.
Prepare reports and updates for the MOH, the U.S. Department of State, and URC Headquarters.
Perform any other duties as assigned by the supervisor to support the achievement of project objectives.
Qualifications, Education and Competencies
Medical degree (MBChB or equivalent).
Master’s degree in public health, health administration, or related field.
Minimum 10 years of progressive experience in global health programming, including donor-funded initiatives in Uganda at mid-senior level positions (Director, Deputy Chief of Party)
Minimum 2 years of programming experience in Global Health Security in Uganda
Demonstrated leadership in technical capacity building, multisectoral coordination, and health systems strengthening
Knowledge of the Uganda health system
Exceptional communication, analytical, and organizational skills.
Ability to prioritize, multitask, and lead teams independently and collaboratively.
Desired Experience and Qualifications
Previous experience working with URC and/or USG donors is an added advantage.
This job is open to candidates legally authorized to work in Uganda. No allowances have been budgeted for this position.
