Job Title

Supply Chain Management Consultants job at Medical Access

Job Description

The consultants shall provide strategic and technical support to strengthen laboratory and health supply chain management services in several developing countries globally.

Duties and Responsibilities

Health Supply Chain Management Consultant:

  • Reviewing and/or developing relevant pharmacy standard operating procedures and other related documents. These may include but are not limited to, dispensing guidelines, drug packaging guidelines, drug destruction guidelines, product tracking, and prescription guidelines.

  • Developing health commodity national supply chain strategies, plans, and policies.

  • Strengthening national health commodity forecasting and supply planning systems.

  • Providing technical support to national procurement and disposal systems.

  • Assessing warehouse management systems and providing technical support on infrastructure enhancement and optimization of use.

  • Strengthening health commodity distribution systems through distribution network analysis and optimization.

  • Development of an effective health commodities’ logistics and information management system.

  • Developing and updating logistics information management policies and protocols including clearance /information sharing requirements in accordance with existing country policies.

  • Strengthening laboratory supply chain management.

  • Providing technical support to strengthen quality assurance systems.


Laboratory Systems and Diagnostics Networks Technical Assistance Consultant:

  • Development and updating of national strategic plans for the implementation of WHO guidelines for laboratory testing, treatment, and care.

  • Laboratory capacity assessment, development, monitoring and evaluation, and quality improvement in the integrated laboratory network.

  • Forecasting and quantification

  • Mapping and utilization of epidemiological and health systems data to optimize laboratory service delivery.

  • Designing of appropriate laboratory information systems and linkage to DHIS2

  • Review and designing of integrated specimen transport networks.

  • Projection modeling using epidemiological analysis and systems capacity data.

  • Improve the quality of Viral Load testing and TB testing through stepwise improvements to achieve accreditation to international standards.

  • Improve Supply Chain Management for lab and essential health commodities.


  • Optimizing laboratory equipment placements including utilization.


Healthcare Waste Management Consultant:

  • Assessments of healthcare waste management at national, subnational, or facility levels, review of national or sub-national policies and investment plans, feasibility assessments of HCWM technologies, site-level planning for installation, operation, and sustainability of HCWM technologies

  • Developing public-private partnerships and sourcing related to HCWM

  • Developing policies, strategies, and plans on waste management.

  • Analysis of strategies, policies, and plans for waste management.

  • Development of reference guidelines on how to address health products waste management.

  • Develop a waste management risk profile and the requirements for safe disposal.

  • Develop tools to assess national waste management capacity for health products.

  • Develop training materials on waste management.

  • Conduct training on waste management at the different levels of the health system

Qualifications and Competencies

Qualifications and Key Competencies

  • At least 8 years experience in the provision of support in the 3 areas

  • Bachelor’s degree in Pharmacy, Procurement, Supply Chain Management, Health Sciences, or any other health-related field.

  • Master’s degree in Business Administration, Supply Chain Management, Logistics and Inventory Management, Operations and Public Health, or any other related field.

  • Language fluency in English, and French is required.

  • Ability to work in Spanish and Portuguese is an asset.

  • Demonstrated experience in low-resource settings, in Africa in particular.


Qualifications and Key Competencies:

  • At least 8 years’ experience in low-resource settings, in Africa in particular.

  • Master’s degree or higher in Laboratory Services, Public Health, HIV/ AIDS, supply chain management, or other relevant field

  • Language fluency in English and French is required.

  • Ability to work in Spanish and Portuguese is an asset.


Qualifications and Key Competencies:

  • At least 8 years’ experience in the provision of support in the 3 areas

  • Postgraduate or another advanced university degree relevant in chemistry, environmental health, engineering, laboratory sciences, pharmacy, supply chain

  • Master’s degree in environmental science, Engineering and law, and Public Health

  • Language fluency in English and French is required.

  • Ability to work in Spanish and Portuguese is an asset.

  • Demonstrated experience in low resource settings, in Africa in particular
