Job Description
Job Title: Strategic Information Management Officer

Duty Station: Kampala, Uganda
As a Strategic Information and Management Officer, you will assist in the development, implementation, and management of monitoring and evaluation requirements of Pathfinder Uganda country office. You will work closely with program and technical staff to maintain monitoring framework, to ensure that they are accurate, up-to-date and comprehensive. Reporting to the MEL Director, you will also assist the programme staff in preparing sections of programme reports that deal with monitoring and evaluation, and in the implementation of programme assessments and evaluations.
Duties, Roles and Responsibilities
System development and maintenance:
Design, develop, and implement information management strategies and systems.
Support all Monitoring and Evaluation initiatives and data related activities of the programmes
Work closely with Programme teams to coordinate the implementation of EMPOWER harmonized management information system strategic plan across intervention districts and ensure that field teams and other stakeholders comply with the strategic plan.
Maintain a comprehensive database of all programme-related information and data, building a central repository of relevant information accessible to programme staff, partners, and donors.
Provide technical expertise in the development and dissemination of systems standards and guidelines.
Routine Monitoring and Reporting:
Support routine data collection, collect, and report all data tracked by the programmes.
Work with technical teams as well as other stakeholders to develop dashboard for routine data.
Conduct routine data quality validation/audit and provide regular feedback to improve the quality of data in all supported sites and among the different stakeholders to ensure consistency of data and results for programme and donor reporting
Review program key performance indicators, draw insights and disseminate to program team and SMT for better implementation planning.
Participate in programme assessments and evaluations including the preparation of research abstracts for submission to national and international conference.
Knowledge Sharing and Capacity Building:
Work closely with the MEAL Advisor in proposing strategies to increase data use and demand amongst program staff and support the programme teams on ways to properly organize and capture program progress and document lessons learned.
Build the capacity of programme staff and stakeholders in quality data collection, analysis, dissemination and use of the programme management information systems, at the cluster and regional levels for programme planning and management.
Assist M&E officers and programme teams to increase the dissemination of information appropriately packaged for various stakeholder groups.
Perform other duties relating to the programme assigned by the supervisor
Qualifications, Education and Competencies
Bachelor’s degree in computer-related field (computer science/Informatics or mathematics or statistics) is required; Advanced degree is a plus
Minimum of 5 years demonstrable experience in the Healthcare data management using DHIS2 and/or knowledge managing large data sets with INGOs.
Strong knowledge of SQL, Java and Visual Basic in addition to training in specific database systems including DHIS2, MySQL, SAP, PeopleSoft and Oracle.
Flexibility to work within a multi-cultural interdisciplinary team across various project themes.
Ability to gather and present information to support project management and related documentation
Excellent ability to collaborate and communicate across departments and disciplines in person.
Ability to work independently and autonomously.
Must be comfortable operating in a collaborative, shared leadership environment.
Must possess a personal presence that is characterized by a sense of honesty, integrity, and caring with the ability to inspire and motivate others to promote the mission, vision, goals, and values of Pathfinder International.
