About the Organisation
The Agency for Accelerated Regional Development (AFARD), in partnership with six implementing organizations — African Agribusiness Incubation Network (AAIN), Omia Agribusiness, Agromax, Tropical Institute of Development Innovations (TRIDI), Uganda Rural Development and Training Institute (URDT), and Gudie Leisure Farm (GLF) — and in collaboration with the Mastercard Foundation, will implement a transformative five-year program titled “Sustainable Inclusive Youth Employment Pathways (SIYEP)”.
The SIYEP program is part of the Young Africa Works Strategy and aims to tackle youth unemployment among young women in West Nile, Karamoja, Acholi, Central, and Western Uganda. The initiative targets to directly reach 258,000 young women, including 7% refugees and 5% young women with disabilities (YWWDs). The goal is to transition 90% of participants into employment, and ensure 70% secure dignified and fulfilling work.
Key interventions will include institutional capacity building, market-relevant training, skilling, incubation, and improved access to capital and markets. Implementation will engage Technical and Vocational Education and Training (TVET) institutions, local artisans, and incubation centers, working closely with both local and central government entities such as:
Ministry of Education and Sports (MoES)
Ministry of Gender, Labour and Social Development (MoGLSD)
National Council for Higher Education (NCHE)
Uganda Business and Technical Examinations Board (UBTEB)
Directorate of Industrial Training (DIT)
Uganda National Bureau of Standards (UNBS)
Uganda Registration Services Bureau (URSB)
Uganda Revenue Authority (URA)

Job Description
Under the supervision of the Program Manager, the Skilling Field Officer will engage communities to identify and enroll young women into Youth Saving and Lending Associations (YSLAs). The officer will facilitate skilling in entrepreneurship, financial literacy, and vocational trades, ensure the delivery of training by certified peer trainers or apprenticeships, and support young women in starting and managing sustainable businesses. The role also includes planning, reporting, stakeholder coordination, and ensuring gender and disability inclusion throughout implementation.
Duties, Roles and Responsibilities
Community Mobilization & Training
Conduct stakeholder meetings to gain program buy-in and determine geographical coverage.
Mobilize and enroll young women into the program and facilitate the formation and registration of YSLAs.
Train YSLAs in the VSLA Plus methodology (savings, entrepreneurship, and financial literacy).
Support participants in creating personal/family development plans.
Facilitate selection of trades/skills based on market and personal aspirations.
Skilling & Enterprise Development
Identify and certify peer trainers with support from DIT in selected trades.
Oversee peer-led technical training and apprenticeship placements in non-agribusiness trades.
Ensure young women receive basic start-up kits to launch their businesses.
Deliver life and soft skills training to enhance work-readiness.
Community Engagement & Inclusion
Conduct community dialogues to address challenges affecting women’s enterprise growth.
Ensure gender equality, safeguarding, and disability inclusion in all program activities.
Planning, Monitoring, and Reporting
Develop and implement monthly work plans.
Monitor business and personal goal progress.
Document success stories, lessons learned, and challenges.
Participate in project M&E activities and local government engagement.
Coordination & Networking
Represent AFARD in subcounty coordination meetings.
Build and maintain relationships with beneficiaries, parents, community leaders, and partners.
Other
Perform any other duties assigned by the supervisor.
Qualifications, Education and Competencies
Bachelor’s degree in Agriculture, Agribusiness, Vocational Education, Entrepreneurship, or Business Administration.
Minimum of 3 years’ experience in livelihoods or youth entrepreneurship programs.
Proficient knowledge of farmer/producer groups, VSLA methodology, and income-generating activities.
Fluent in Alur or Jonam languages (mandatory).
Must have a valid motorcycle riding permit.
Strong communication and interpersonal skills.
Competent in using MS Office applications.
Ability to work independently and collaboratively.
Familiar with participatory and youth-focused training approaches.
Experience with gender-sensitive and inclusive programming.
Understanding of “Start and Grow Your Business” models.
