The Agency for Accelerated Regional Development (AFARD), in partnership with six implementing organizations — African Agribusiness Incubation Network (AAIN), Omia Agribusiness, Agromax, Tropical Institute of Development Innovations (TRIDI), Uganda Rural Development and Training Institute (URDT), and Gudie Leisure Farm (GLF) — and in collaboration with the Mastercard Foundation, will implement a transformative five-year program titled “Sustainable Inclusive Youth Employment Pathways (SIYEP)”.

The SIYEP program is part of the Young Africa Works Strategy and aims to tackle youth unemployment among young women in West Nile, Karamoja, Acholi, Central, and Western Uganda. The initiative targets to directly reach 258,000 young women, including 7% refugees and 5% young women with disabilities (YWWDs). The goal is to transition 90% of participants into employment, and ensure 70% secure dignified and fulfilling work.

Key interventions will include institutional capacity building, market-relevant training, skilling, incubation, and improved access to capital and markets. Implementation will engage Technical and Vocational Education and Training (TVET) institutions, local artisans, and incubation centers, working closely with both local and central government entities such as:

Ministry of Education and Sports (MoES)
Ministry of Gender, Labour and Social Development (MoGLSD)
National Council for Higher Education (NCHE)
Uganda Business and Technical Examinations Board (UBTEB)
Directorate of Industrial Training (DIT)
Uganda National Bureau of Standards (UNBS)
Uganda Registration Services Bureau (URSB)
Uganda Revenue Authority (URA)
NGOs, CBOs, and existing Young Africa Works partners

Job Description

Reporting to the Program Director and supported by an independent MERL partner, the PMEL Specialist will develop and oversee the implementation of a comprehensive PMEL framework tailored to the consortium’s theory of change. The role involves designing digital MIS tools, managing all stages of the evaluation process, facilitating learning events, and ensuring that feedback mechanisms are functional and actionable. The Specialist will also build partner capacity in monitoring and evaluation (M&E) systems and be the key liaison with the Mastercard Foundation M&E team.

How to Apply

MEL System Development

  • Design and implement a PMEL framework aligned to the program theory of change and results framework.

  • Develop an integrated digital MIS to streamline data collection and reporting.

Data Collection and Analysis

  • Create guidelines and protocols for accurate and timely data collection, management, and analysis.

  • Lead the process of data analysis and visualization for tracking trends and informing decision-making.

Planning, Monitoring, Evaluation and Learning

  • Lead periodic planning sessions and ensure alignment of outputs and budgets.

  • Oversee implementation of key evaluation activities including baseline, midterm, and endline assessments.

Accountability and Feedback Mechanisms

  • Set up feedback and complaint systems for beneficiaries and partners.

  • Support leadership to use feedback for adaptive program management.

Learning and Knowledge Management

  • Facilitate partner learning and reflection sessions to capture lessons learned.

  • Convene annual consortium-wide learning and knowledge-sharing events.

Reporting and Communication

  • Develop standardized tools and train staff on usage.

  • Compile routine progress reports highlighting results, challenges, and key insights.

  • Communicate M&E findings internally and externally in collaboration with the CNS team.

Capacity Building

  • Conduct regular training, mentoring, and coaching for consortium partners on PMEL methodologies and tools.

  • Bachelor’s degree in Statistics, Quantitative Economics, or Monitoring and Evaluation. A Master’s degree is an added advantage.

  • Postgraduate diploma in Project Planning and Management is a must.

  • Minimum 5 years of experience in leading PMEL functions at the consortium level, managing staff, consultants, and partners.

  • Expertise in both qualitative and quantitative data management tools including SPSS, STATA, Excel, Power BI.

  • Demonstrated proficiency in research design, data collection, analysis, and reporting.

  • Familiarity with participatory M&E approaches and feedback mechanisms.

  • Excellent analytical, reporting, and communication skills.

  • Strong teamwork and collaboration abilities across diverse partners.

  • Fluent in English (written and spoken).
