Main Duties and Responsibilities
Manage preparation of Pre-commissioning & Commissioning in line with OPERCOM and all applicable specification: Procedures, Requirement for Tools, Vendors, equipment's, manpower and
ensure that these resources will be mobilized on time.
Manage interfaces with contractor, construction & operation team for all matters related to Pre-commissioning & Commissioning respectively activities during the life of the project.
Ensure appropriate communication is maintained with site management at all levels to ensure operational difficulties are focused on by the relevant expert and that problems are anticipated early and are solved in a timely manner.
Interface with Project planning team to review & improve Precom & Commissioning Schedule, Sky Lines, Scurves.
Prepare Progress monitoring tools & dashboard for Pre-commissioning & Commissioning Preparation and Execution.
Develop Operational test procedures & execution in timely manner.
Review & approve of all pre-commissioning & commissioning documentation, procedures, engineering drawings, method statements, equipment, and proposed execution planning.
Manage commissioning execution in a view to reach the targets with priorities in Safety, Quality and Schedule. Coordinate daily site activities with other parties.
Mobilize and manage commissioning resources identified during Pre-commissioning & Commissioning preparation.
Report immediately any unexpected event that may impact the commissioning or start-up of the facilities.
Review & approve precom & commissioning dossiers after completion.
Coordinate with Operation team & Well pad Contractor to facilitate commissioning execution of well pads & pipelines post First Oil production.
Coordinate with Operation & Contractor to develop SIMOPS procedures, de-spading of well pads, dewatering of pipelines.
Review regularly projects risk & opportunities registers, propose mitigations & register new risks.
Coordinate with contractor to ensure vendor mobilization & management of the vendors to execute as per schedule.
Review regularly commissioning spares & consumables are properly mobilized in time.
Ensure Pre-Start up Safety Review (PSSR) performed prior to commence major equipment & system commissioning & start up.

Qualifications & Experience:
Bachelor's degree or Diploma in Engineering.
10-15 years' experience in the Oil and Gas industry with good knowledge of pre-commissioning and commissioning of Oil & Gas facilities, particularly onshore well pads & pipelines.
Familiar with OPERCOM Commissioning methodology & ICAPS completion database.
Familiar with commissioning key documents & dossiers development.
Hands on experience to facilitate staged handover process between contractor to field operation team.
Management capability to effectively and safely lead a commissioning team of contractors and vendors towards successful project completion.
Good communication skills and a team player able to function under the pressure of tight working deadlines.
Able to manage critical tasks by setting priorities in order to achieve the overall objectives.
