Job Description
Reporting to the EpiC Uganda Technical Director, the Senior Technical Specialist will lead HRH activities under the EpiC Uganda project, including technical assistance to government institutions, development and implementation of HRH plans, and transition of staff into government payroll structures. The role requires close collaboration with MOH, Health Service Commission, Public Service Commission, and District Service Commissions to integrate HRH plans into budgeting and planning cycles. The Specialist will strengthen the use of the Integrated Human Resource Information System (iHRIS) for workforce planning, recruitment, deployment, and monitoring. The position also includes supporting project workplans, budgets, technical reporting, and quality assurance while ensuring alignment with FHI 360 standards and donor expectations.

How to Apply
Lead technical support for MOH’s HRH absorption plan, including cadre prioritization and wage bill analysis.
Collaborate with national and district service commissions for staff integration into FY2026/2027 government cycles.
Strengthen the use of iHRIS for workforce planning, recruitment, deployment, and monitoring.
Coordinate the transition of PEPFAR-supported staff into government and faith-based facility structures.
Support governance and workforce planning with MOH and decentralized local governments.
Develop and monitor EpiC project HRH-related workplans and budgets.
Prepare and review technical reports on HRH activities.
Contribute to HRH-related quality assurance and improvement initiatives.
Support lessons learned documentation and integration into program improvement.
Travel to regions (Acholi, Ankole, Lango, Kigezi, East, East-Central, and Karamoja) to oversee HRH activities.
Education
Master’s degree in Public Health, Human Resources for Health, or a related field (or international equivalent).
Experience
At least 6 years of experience in HRH management and health systems strengthening in Uganda.
Strong knowledge of Uganda’s health system, HRH financing, and HIV service delivery protocols.
Experience in HIV/PEPFAR program design, implementation, and monitoring.
Prior work with NGOs implementing USG-funded programs.
Proven ability to collaborate effectively with MOH and government counterparts.
Competencies
Excellent analytical, reporting, and presentation skills.
Proficiency in Microsoft Office (Word, Excel, PowerPoint).
Strong organizational and time management skills, with ability to meet tight deadlines.
Ability to work independently with minimal supervision.
Written and oral fluency in English.
