About the PEARL Programme
The Preventing Extremism through Advocacy, Resilience, and Local Action (PEARL) Programme is a strategic effort to prevent and counter violent extremism (VE) in Uganda. Focused on institutional reform and capacity development, PEARL promotes whole-of-society and whole-of-government (WoS-WoG) approaches.
Rather than direct service delivery, the programme prioritizes institutional strengthening, supporting state and non-state actors to overcome relational, capacity, and resource barriers to effective VE prevention and response.
Position Overview
The Senior Programme Officer will be instrumental in delivering PEARL programme activities at the community level. This role requires hands-on engagement with local partners, leaders, and stakeholders to ensure effective implementation and local ownership.
You will lead community engagement, support partner capacity development, monitor programme performance, and represent Mercy Corps at coordination forums. A strong background in peacebuilding, stakeholder coordination, and adaptive programming is essential.

How to Apply
Programme Implementation & Community Engagement
Lead planning and implementation of PEARL activities with local community structures.
Conduct regular field visits to ensure consistent application of programme methodologies.
Promote inclusive community participation through engagement with local leaders and stakeholders.
Provide feedback from the field to support programme adaptation.
Stakeholder Coordination & Representation
Represent Mercy Corps in district-level coordination and peace actor meetings.
Foster collaboration with government departments, civil society, and implementing partners.
Ensure alignment between local activities and programme strategy.
Monitoring, Evaluation, Learning & Reporting
Lead field-level monitoring of activities and results.
Document lessons learned and contribute to programme adaptations.
Manage programme data and support decision-making with accurate analysis.
Prepare and submit work plans, budgets, reports, and activity documentation.
Partner Support & Capacity Building
Support local partners in developing and executing institutional development plans.
Provide technical mentoring, tools, and systems to strengthen partner performance.
Ensure partner compliance and effective documentation of activities and finances.
Finance, Compliance & Security
Adhere to Mercy Corps and donor compliance requirements.
Ensure safety and security procedures are followed in the field.
Safeguarding & Accountability
Uphold Mercy Corps' safeguarding policies in all engagements.
Promote a culture of safety, openness, and accountability within your team.
Encourage use of reporting mechanisms such as the Integrity Hotline for any concerns.
Bachelor’s degree in Social Sciences, Development Studies, or a related field.
Minimum 5 years of relevant experience in peacebuilding or conflict-sensitive programming.
Strong understanding of institutional strengthening approaches.
Excellent coordination, communication, and interpersonal skills.
Experience working in conflict or post-conflict settings.
Proficiency in local languages is an asset.
Motorcycle riding license is preferred but not mandatory.
Success Profile
Strong planning, organizational, and analytical skills.
Able to adapt and respond flexibly in a dynamic environment.
Experience working with diverse stakeholders and community structures.
Proactive, team-oriented, and able to manage competing priorities.
Willingness to travel to remote field locations.
Living Conditions
This position is based in the field (Kasese or Bundibugyo) with up to 30% travel to Kampala.
