Senior Procurement Officer

Background
The Global Fund to Fight AIDS, Tuberculosis and Malaria is an international partnership supporting countries like Uganda in combating HIV/AIDS, Malaria, and Tuberculosis. The Funds Coordination Unit (FCU), established under the Ministry of Finance, Planning and Economic Development (MoFPED), serves as the Principal Recipient (PR) responsible for overseeing the implementation of Global Fund grants. The Ministry of Health (MoH) leads program implementation.
The FCU’s key role is to support MoFPED in ensuring efficient, effective, and accountable use of Global Fund resources. As part of this, the FCU provides quality assurance over the entire procurement process of goods, services, and works funded by the Global Fund, in compliance with Ugandan laws and Global Fund regulations.
Objective
The Ministry seeks a Senior Procurement Officer to provide oversight and quality assurance of procurement activities under the Global Fund grants. This role reports to the Programme Procurement Specialist at the Reforms Coordination Unit (RCU) and works closely with the Ministry of Health.
Duties, Roles and Responsibilities
Develop, review, and update policies, standards, guidelines, and procedures for procurement related to Global Fund grants.
Review and monitor procurement plans and their implementation.
Participate in planning and submission of funding requests to align budgets with procurement needs.
Analyze procurement requisitions to ensure compliance with procedures.
Provide assurance on procurement documentation including bidding documents, evaluation reports, and contracts.
Conduct field visits for contract management quality assurance.
Maintain a document management system for procurement reviews, including checklists and progress reports.
Support reporting processes to the Ministry of Health, Global Fund, and Country Coordinating Mechanism (CCM).
Perform other duties as assigned by management.
Key Deliverables
Procurement plan monitoring reports.
Prior review No Objection reports for procurements.
Post-review reports for procurements and contracts.
Briefing notes for MoFPED management as required.
Reporting Requirements
Quarterly progress reports due by the 15th of the month following each quarter.
Annual performance report due by the 15th of the month following the financial year-end.
End-of-assignment report within two weeks after contract completion or activity conclusion.
Qualifications, Education and Competencies
Education:
Honours degree in Procurement, Supply Chain Management, Economics, Finance, Business Administration, or a related field.
Master’s degree in any of the above fields is preferred.
Professional procurement qualification from a recognized institution.
Current membership in a professional procurement body, including the Institute of Procurement Professionals of Uganda (IPPU).
Experience:
Minimum of six (6) years in procurement and supply chain management within the public sector.
Experience working with donor-funded or development partner programs.
Sound knowledge of Uganda’s public procurement laws and regulations.
Experience in procurement audit and assurance is an added advantage.
Skills and Competencies:
Ability to work independently with minimal supervision.
Strong analytical and mathematical skills.
Excellent communication and report writing capabilities.
Good interpersonal skills and ability to engage diverse stakeholders.
Familiarity with computerized financial management and government procurement systems is a plus.
Contract Terms
This is a one-year contract, renewable based on performance and organizational needs.
