Job Description
The Senior MEAL Advisor, Accountability will work within the Quality & Impact team, reporting to the Head of MEAL. The role’s primary purpose is to drive an evidence and accountability agenda by embedding learning and ensuring high standards of Monitoring, Evaluation, Accountability, and Learning (MEAL) implementation. This includes providing specialised technical guidance to country offices, reviewing accountability measures across awards, supporting high-quality proposal development, and ensuring donor compliance. The advisor will also design and oversee training, manage multi-country projects, coordinate global initiatives, and deploy to priority countries for emergency support. The position also plays a leadership role in advancing partnership strategies with local actors and peer agencies while embedding diversity, equity, and inclusion across all interventions.
Duties, Roles and Responsibilities
Provide technical guidance and advisory support on accountability to country office teams.
Review accountability components of awards for donor and policy compliance.
Support high-quality proposal development and strategic planning.
Design and ensure quality of training and capacity building for partners and staff.
Lead partnership strategies with local actors, authorities, and peer agencies.
Participate and lead in internal and external accountability working groups.
Manage and deliver multi-country/global accountability projects, tools, and guidance.
Deploy to countries (up to 40%) for technical support, especially during emergencies.
Promote diversity, equity, and inclusion in programme design and delivery.
Qualifications, Education and Competencies
Education:
Postgraduate degree in International Development, Social Sciences, Public Health, Economics, or related field.
A combination of academic qualifications and extensive relevant experience may be considered.
Experience & Skills:
Extensive experience designing, implementing, and evaluating MEAL/accountability programmes.
Proven track record in capacity building, training, and mentoring.
Strong background in proposal development and donor compliance.
Skilled in data analysis, programme performance review, and translating findings into improvements.
Excellent communication, negotiation, and influencing skills.
Ability to travel internationally (up to 40%).
Fluency in English required; French, Spanish, or Arabic preferred.
Desirable:
Professional training/certification in MEAL or related areas.
