Overview of the Role
Reporting to the Health Manager, the Senior Health Project Officer will lead the implementation of a project focused on the eradication of polio through strengthened Acute Flaccid Paralysis (AFP) surveillance in refugee settlements and communities along the South Sudan-Uganda border in Lamwo District. This role entails direct implementation, technical oversight, and close collaboration with the District Health Team (DHT) and other stakeholders.
The officer will support health facilities and community health workers, conduct on-the-job coaching, organize training sessions, and ensure effective case detection, reporting, and data management related to AFP. This role also involves strategic planning, monitoring, supervision, reporting, and representing the IRC in health coordination meetings.
Duties, Roles and Responsibilities
Program Management and Implementation
Lead implementation of AFP surveillance activities including detection, investigation, and reporting.
Develop work plans in coordination with the Health Manager and ensure alignment with Ministry of Health (MoH) and donor protocols.
Conduct routine field visits to monitor project activities and provide technical support.
Promote health awareness on AFP and vaccine-preventable diseases (VPDs) at both facility and community levels.
Coordinate with IRC sector teams (WPE, ERD, Education) for integrated service delivery.
Staff Supervision and Capacity Building
Supervise and mentor health staff including health assistants.
Facilitate technical trainings and continuous capacity development for health workers.
Organize and participate in regular Village Health Teams (VHTs) meetings and activities.
Grant and Budget Management
Support proposal development and contribute to budget planning.
Monitor project spending and review Budget vs. Actual (BvA) reports monthly.
Ensure timely procurement and accountability for medical supplies and project materials.
Monitoring, Evaluation, and Reporting
Oversee data collection and reporting in accordance with IRC and donor requirements.
Conduct monthly data analysis with field teams and define action plans.
Support preparation and submission of internal and external narrative and data reports.
Coordination and Representation
Maintain strong relationships with key stakeholders, including the DHT, UN agencies, and NGOs.
Represent IRC in health sector working groups and relevant coordination platforms.
Security and Compliance
Monitor security situation and report risks promptly.
Adhere to IRC’s core values and uphold standards for professional conduct, including safeguarding and fiscal integrity.
Qualifications, Education and Competencies
Minimum Diploma in Clinical Medicine and Public Health from a recognized institution.
Must be registered and licensed with the Allied Health Professionals Council.
At least 3 years’ experience working in community health systems and district-level surveillance.
Strong computer literacy (MS Office).
Valid Class A motorcycle riding license is mandatory.
Strong communication, interpersonal, and mobilization skills.
Demonstrated ability to work independently and meet deadlines.
Experience in SBCC, VPD surveillance, or IDSR training is a strong advantage.
Ability to work in multicultural and multidisciplinary teams.
