Role Overview
MTN Uganda is looking for a highly skilled and experienced professional to join its Technology Division as a Senior Consultant – IN & VAS. This critical role is responsible for the planning, design, and management of Intelligent Network (IN) and Value-Added Services (VAS) platforms. The position focuses on service reliability, capacity planning, secure integration, vendor engagement, system resilience, and technical leadership, all in alignment with MTN's strategic goals.

Duties, Roles and Responsibilities
1. Technical Planning & System Design
Design and dimension IN and VAS platforms to support new services, product launches, and projected growth.
Architect scalable network infrastructure to ensure optimal system performance and capacity expansion.
Prepare functional and technical specification documents for new services.
2. Leadership & Team Management
Lead and mentor the VAS/IN technical team to drive innovation, collaboration, and high performance.
Provide technical guidance and oversight on key initiatives and projects.
3. Product & Service Development
Spearhead the design and evolution of VAS platforms (e.g., SMSC, USSD GW, IVR, CRBT, Missed Call Alerts, Device Management).
Support cross-functional teams (Marketing, Business Development) to align product strategy with technical capabilities.
Conduct research and feasibility studies for new technologies and services.
4. Vendor & Stakeholder Management
Interface with vendors to ensure timely deployment, maintenance, and upgrades of IN/VAS platforms.
Track technology roadmaps and assess impact on existing infrastructure and services.
5. Systems Operations & Automation
Develop UNIX/shell scripts for performance monitoring, automation, and system efficiency.
Ensure platform resilience, redundancy, and high availability of critical services.
Monitor platform KPIs and forecast infrastructure requirements for proactive capacity planning.
6. Financial & Project Management
Lead project execution in alignment with business timelines and capital project guidelines.
Prepare budgets and support procurement planning for platform upgrades and new deployments.
Ensure cost-effectiveness in all technical decisions and implementations.
7. Continuous Improvement & Innovation
Champion automation initiatives and operational efficiency across all VAS/IN systems.
Drive continuous improvement by evaluating system performance and implementing enhancements.

Qualifications, Education and Competencies
Education:
Bachelor’s degree in Electrical, Electronic, Telecommunications Engineering, or Computer Science.
Experience:
Minimum 5 years of experience in Intelligent Network (IN) and VAS platforms within a GSM mobile network.
At least 2 years in a supervisory or leadership role.
Strong background in platform planning, integration, and technical operations.
Technical Skills & Competencies
In-depth knowledge of IN and VAS platforms, including SMS, USSD, IVR, CRBT, and mobile applications.
Solid understanding of telecom protocols: SS7, SIP, Diameter, SMPP, HTTP/REST APIs.
Expertise in UNIX/Linux systems, including Solaris and shell scripting.
Proficiency in database administration (Oracle, MySQL).
Familiarity with IP networking, routing, switching, and network security principles.
Programming proficiency in at least one language: Python, Java, or PHP.
Strong analytical and planning skills for capacity forecasting and performance optimization.
Effective communication and stakeholder engagement skills.
Self-driven, collaborative, and results-oriented professional.
