About the Program
Deloitte Uganda’s Assurance practice is seeking to recruit a qualified candidate for the position of Senior Capacity Building Officer for an anticipated Centers for Disease Control and Prevention (CDC) funded project. The project aims to Strengthen Regional, National, and sub-national Institutional capacities to sustainably combat HIV/AIDS and Tuberculosis under the President’s Emergency Plan for AIDS Relief (PEPFAR).
The positions are contingent upon project award, funding availability and approval.

Duties, Roles and Responsibilities
Provide guidance and technical support to stakeholders and local partners in accordance with the overall technical frameworks and standards of the project.
What you will do
Coordinate the project capacity development interventions to strengthen the financial and management capabilities of both government and non-governmental organizations (NGOs).
Plan, manage, and monitor sustainable programs and systems to respond to HIV, TB, and other diseases and conditions of public health concern.
Participate in strengthening the capacity of local PEPFAR Implementing Partners.
Lead in the assessment of capacity development gaps of local partners and identify appropriate capability building interventions.
Provide technical support and coordinate the development of work plans and budgets for the community systems development function for local partners
Lead and coordinate development of tools for capacity building and monitoring of local partner activities.
Take lead in the implementation of local partners capacity development activities to address identified institutional gaps.
Provide supportive supervision for local partners implementing activities for community systems strengthening
Oversee the project’s capacity development strategy using a holistic, collaborative framework and systems-thinking lens.
Provide leadership to the development and implementation of the project’s overall capacity development strategy to bolster the capacity of all local implementing partners while maintaining the performance and quality of CDC interventions.
Lead the assessment and identification of organizational capacity gaps and develop evidence-based approaches to address those gaps.
Provide strategic inputs into the overall capacity development component, recommending adaptations based on ongoing lessons learned for sustainable outcomes
Lead the integration of best practice capacity development tools and approaches into program activities to ensure program goals and objectives are met.
Support local implementing partners through in-person and remote mentoring, training, and knowledge transfer around key organizational development areas.
Coordinate partnerships and collaborations to track and document their contribution to project goals and objectives; and
Any other duties as may be assigned to you from time to time.

Qualifications, Education and Competencies
Masters’ degree in a relevant field;
Bachelor’s degree in Public Health, Social Sciences, Education, Development Studies, or a related field;
At least six (6) years of experience in organizational development with previous experience working with a CDC/ PEPFAR/USAID project or international donor and experience in designing and delivering Organizational support to public health programs;
Ability to adapt training methods and materials to meet the needs of different audiences and contexts;
Flexibility to adjust training plans based on participant feedback and situational demands;
Experience in designing, delivering, and evaluating training programs for diverse audiences.
Demonstrated experience in capacity building and delivery of technical assistance;
Demonstrated experience of working in or supporting Ministry of Health at the national and/ or district level; and,
Be a Ugandan Citizen or have a valid work permit to work in Uganda.
