Job Description
Job Title: Security and Investigations Officer
Organisation: VisionFund Uganda
Duty Station: Kampala, Uganda
As Security & Investigations Officer at VisionFund Uganda, you are responsible for safeguarding the institution’s staff, clients, assets, premises, and information. The role combines both preventive security work (physical security, access control, surveillance, risk assessment) and investigative functions (fraud detection, incident investigation, internal audits). You ensure that VisionFund operates in a safe, secure and compliant environment.
Duties, Roles and Responsibilities
Develop, implement and monitor security policies, procedures and controls to protect staff, clients, assets, premises and information of VisionFund.
Conduct regular security risk assessments, audits, vulnerability reviews — assessing potential threats (theft, fraud, intrusion, sabotage) and recommending mitigating actions.
Manage access control: supervise entry/exit points, ensure authorized access, control movement of people and assets — both physical and, where relevant, information/ system access (if job intersects with IT/security).
Monitor and maintain security systems (CCTV, alarms, surveillance, physical security infrastructure) and coordinate with external security service providers where relevant. (Given similarity with banking/finance-sector security roles)
Investigate incidents of suspected fraud, theft, internal misconduct, policy violations, suspicious activities or security breaches — gather evidence, interview witnesses/suspects, prepare investigation reports, and coordinate with law enforcement or external agencies where necessary.

Qualifications, Education and Competencies
Bachelor’s degree in Computer Science, IT, Law or related field
5+ years’ experience in security, fraud investigation, or forensic auditing (banking experience is an added advantage)
Professional integrity with strong communication and analytical skills
Certifications in investigations/fraud examination are a plus
