Job Description
Job Opportunity: Resource Development Officer

Reports to: Senior Resource Development Manager
Duties, Roles and Responsibilities
1. Resource Acquisition and Proposal Development
Research, identify, and analyze potential funding opportunities and prepare grant opportunity summaries.
Collaborate with World Vision Uganda technical leads and support offices to develop high-quality, innovative, and competitive proposals.
Serve as the primary coordinator between support offices, partners, technical teams, the grants finance unit, and relevant departments (HR, Security, M&E, Procurement) throughout the design-to-start-up process.
Lead the writing of grant proposals, ensuring alignment with donor priorities and World Vision standards.
Work with finance and technical teams to prepare accurate and cost-effective budgets.
Review and refine concept notes from field offices, ensuring coherence and quality before submission.
Organize and facilitate proposal design workshops and stakeholder meetings.
2. Grant Acquisition and Business Planning
Continuously monitor and analyze new grant opportunities by researching donor websites, publications, and partner updates.
Maintain an up-to-date database and mapping of donor contacts, trends, and funding opportunities.
Support stakeholder mapping and identification of potential funding sources.
Contribute to program strategy and planning processes to ensure proposals align with humanitarian needs, organizational strategy, and operational feasibility.
3. External Engagement and Networking
Support the Senior Resource Development Manager in representing World Vision Uganda to local donor delegations and NGO networks.
Engage and liaise with partners and donors throughout the proposal development and submission process.
Organize donor-focused learning and “brown bag” events to share World Vision’s key lessons and achievements for enhanced positioning.
Develop visually engaging presentations, dashboards, and reports for internal and external audiences.
4. Information Management
Maintain organized and updated archives of all proposals and related documentation.
Compile and analyze relevant information to guide proposal design and organizational learning.
Support the collection and mapping of program information for sharing with internal and external stakeholders.
Assist in updating and managing databases such as Horizon, Box, OneDrive, and Impaq.
5. MEAL (Monitoring, Evaluation, Accountability, and Learning) Support
Provide analytical support in interpreting calls for proposals and integrating MEAL frameworks into proposal development.
Develop Theories of Change, Concept Notes, and Expressions of Interest (EOIs) with measurable results frameworks.
Formulate logical frameworks (logframes) for proposals and ensure strong alignment with OIOS Level 1 & 2 indicators.
Design tools and systems for data collection and analysis during proposal development.
Conduct literature reviews, database searches, and evidence gathering to inform proposals.
Collate and disseminate studies, lessons learned, and assessment reports to strengthen proposal quality and relevance.
6. Other Responsibilities
Undertake additional tasks as assigned to enhance the performance of the Programme Quality Division and World Vision Uganda overall.
Qualifications, Education and Competencies
Education:
Bachelor’s degree in Social Sciences, International Development, MEAL, International Relations, or a related field.
Experience:
Minimum of 3 years of experience in resource mobilization, fundraising, or business development within the NGO sector.
Strong background in integrating MEAL principles into proposal development.
Proven track record in proposal design and successful grant acquisition.
Experience working with major international donors (e.g., USAID, EU, UN, Foundations).
Experience in international relief and development programs, including cross-cultural or field-based work.
Technical Competencies:
Excellent writing, analytical, and communication skills in English.
Strong knowledge of international humanitarian standards (SPHERE, HAP, Code of Conduct).
Proficiency in Microsoft Office, AI tools, Stata, and dashboard applications.
Knowledge of data visualization and donor compliance systems is an advantage.
