Job Description
Job Title: Regional Technical Referent Fleet

Duty Station: Kampala, Uganda
Job Summary:
In collaboration with the Technical Referent at HQ, contribute to defining and improving institutional tools (policies, guidelines, SOPs) by providing feedback based on field experience. Support missions in fleet management and logistics optimization while promoting sustainable practices.
Duties, Roles and Responsibilities
Assessments & Field Visits:
Conduct assessments in assigned countries based on terms of reference defined by Logistics Coordinators.
Propose schedules for field visits and adjust based on operational priorities.
Technical Support:
Assist Logistics Coordinators in implementing fleet management fundamentals and standards in collaboration with HQ Technical Advisor.
Develop mission strategies for fleet management, including fleet composition, renewal plans, annual budgets, and POA.
Optimize fleet operations such as movement management, infrastructure design, and workshop management (HR, spare parts, fuel).
Provide support in spare parts planning, supplier validation, and order processes.
Training & Capacity Building:
Deliver tailored training programs in missions, including driver training and fleet management for heads of drivers.
Facilitate technical and organizational training (diagnostics, generators, special vehicles).
Standardize training schemes for logistics staff and specialists to ensure consistency and quality.
Planetary Health Roadmap Implementation:
Conduct assessments and implement monitoring tools to track environmental impact.
Reduce fuel consumption, fleet waste, and kilometers traveled in line with sustainability goals.
Explore opportunities for integrating electric or hybrid vehicles into missions.
Regional Expertise & Coordination:
Assess local actors, resources, and regulations to define best practices for fleet management.
Promote regional coherence in fleet infrastructure and resource mobility.
Facilitate collaboration between missions to optimize fleet operations and share resources.
Reporting & Emergency Support:
Draft detailed visit reports and annual activity summaries to inform institutional decision-making.
Provide technical support during emergency operations and intersectional activities as needed.
Objectives Over 12 Months:
Visit all missions in the region (prioritized based on activities, volume, and context).
Propose a strategy to implement the portfolio of activities described above.
Identify profiles within workshops capable of learning fleet management and coach them.
Act as an experienced trainer in fleet management to accommodate the increase in training volume for internships and individual programs.
Capitalize and document Kampala Workshop standards, habits, and procedures to ensure consistency and replicability.
Responsabilités
To keep up standards on Fleet management & Mechanics is one of the main logistic challenges in MSF. The high international staff turnover and the lessons learnt concerning the empowering of national staff has drove the Logistics department to lean toward a regional strategy to reinforce and improve the technical support in some of the missions.
As a regional technical referent, you will be the primary adviser in the area of fleet management for OCG’s operations in the region. You will apply your expertise into field projects and provide technical support to coordination and field teams in the region. Your actions will be guided by:
The operational objectives of the missions in the region
MSF institutional policies, guidelines, protocols and procedures
Coherence of the regional fleet management structure
Your will be the expert in fleet composition strategy, movement workshop management, spare parts and stock management, and fuel management.
The Motorized Fleet scope includes assets (Light vehicles, trucks, motorcycles, generators, motorpumps), HR (Drivers, Mechanics), infrastructures, spare parts/consumables and protocols.
Moreover, you will conduct trainings on related MSF protocols and develop a pool of mechanical experts in the region (Africa). You will also advise on the career development of the mechanical experts.
You will also be proactive on organising your own agenda in coordination with the missions, follow up progress of action plans

Qualifications, Education and Competencies
Essential degree and Specialization on area of fleet management,
Technical education in automotive mechanics is an asset.
Experience in mechanics TOYOTA Land Cruiser .is an asset
Experience
Significant field International experience with MSF (at least 2 years) in a Fleet Management/ Workshop Management position
Good command of project management and management and training-related knowledge
Languages
Mission language essential (English and French)
Local language desirable
