The National Agricultural Research Organisation (NARO) is an agency of the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) with the mandate to coordinate and oversee all aspects of public-funded agricultural research in Uganda.

Established as a body corporate by the National Agricultural Research Act of 2005, NARO comprises a Governing Council, a Secretariat and 16 Public Agricultural Research Institutes (PARIs) spread across the country.

NARO is mandated to undertake research in all aspects of agriculture including crops, livestock, fisheries, forestry, agro-machinery, natural resources and socio-economics.

Ensuring the security of NARO's land assets by providing technical leadership in the management of land matters.

  • Land Acquisition: Identify, negotiate, and acquire land parcels suitable for the organization's needs, such as development projects, agricultural activities, or conservation purposes.

  • Land Development: Oversee the planning, design, and development of land projects, including residential, commercial, or industrial developments, ensuring compliance with zoning regulations, environmental standards, and community requirements.

  • Land Use Planning: Collaborate with government agencies, urban planners, architects, and engineers to develop land use plans and zoning strategies that optimize land resources and align with organizational objectives.

  • Land Management: Manage land assets owned or leased by the organization, including monitoring land usage, maintaining property records, and coordinating land-related activities such as leasing, licensing, or easement agreements.

  • Environmental Compliance: Ensure compliance with environmental regulations and standards in land development and management activities, including environmental impact assessments, mitigation measures, and habitat conservation.

  • Legal Compliance: Ensure compliance with all relevant laws, regulations, and permits related to land acquisition, development, and management, including property rights, land tenure systems, and land-use regulations.

  • Stakeholder Engagement: Engage with stakeholders, including local communities, government agencies, landowners, and advocacy groups, to address concerns, build relationships, and facilitate collaboration on land-related initiatives.

  • Financial Management: Develop and manage budgets for land acquisition, development, and maintenance activities, ensuring cost-effective use of resources and timely completion of projects within budget constraints.

  • Risk Management: Identify and mitigate risks associated with land-related activities, such as legal disputes, environmental liabilities, market fluctuations, or political instability, to protect the organization's interests and reputation.

  • Reporting and Documentation: Maintain accurate records, documentation, and reporting systems related to land assets, transactions, and activities, ensuring transparency, accountability, and compliance with internal policies and external regulations.

  • Team Leadership: Provide leadership and supervision to land management staff, contractors, consultants, or project teams, fostering a collaborative and high-performance work environment.

  • Community Relations: Build positive relationships with local communities and stakeholders affected by land projects, addressing community concerns, facilitating community engagement, and promoting social responsibility initiatives.

  • Research and Analysis: Conduct research, market analysis, and feasibility studies to assess land development opportunities, evaluate risks and benefits, and inform decision-making processes.

  • Continuous Improvement: Stay informed about emerging trends, best practices, and innovations in land management, seeking opportunities to improve processes, enhance efficiency, and achieve sustainable outcomes.

  • Ethical Standards: Adhere to ethical standards and professional integrity in all land-related activities, demonstrating honesty, fairness, and transparency in dealings with stakeholders and the public.

  • A Bachelor's Degree Surveying, Geo-informatics, Physical Planning, Land Use Management or Natural Resources with a bias in land use, from a recognized Institution.

  • Master's Degree in any of the above-mentioned fields from a recognized Institution

  • Knowledge in either Surveying or Cartography is an added advantage.

  • At least 10 years' experience in coordinating issues of land surveys, titling, acquisition and appropriation in a government institution is an added advantage.

  • Must have formal training in the field of GIS and Remote Sensing and demonstrable experience working with mapping software or Autocad for land management.

  • Must be conversant with institutional and national legal frameworks and mechanisms on land governance and management.

  • Age Limit: Applicants should not be more than 55 years of age.
