The Programme Officer is responsible for effective, efficient and impactful programme implementation in line with CEHURD’s strategic plan, policies and procedures. They support programme development working in collaboration with other key departments. The job holder provides technical support to staff and key stakeholders for smooth design, implementation and reporting of programme activities and results.
They contribute to learning and strategic communication aimed at institutional growth and development. The Officer represents CEHURD in relevant spaces, builds and strengthens partnerships aimed at consolidating organisational visibility, credibility, sustainability and positioning in the area of its mandate. The job holder will be responsible for advancing access to social justice in health to CEHURD’s target constituencies through strategic litigation, legal review, research, Legal aid and advocacy initiatives.

Legal research and analysis: Conduct in-depth research on relevant legal frameworks, international conventions, case law, and jurisprudence related to human rights, social justice, and the specific issues targeted by the organization.
Case identification and selection: Identify potential cases or legal actions that have the potential to advance the organization's strategic objectives and contribute to systemic change. Evaluate cases based on legal merit, potential impact, and alignment with organizational goals.
Client intake and support: Provide support and assistance to individuals, groups, or communities who seek legal representation or assistance with strategic litigation cases. Conduct intake interviews, assess legal needs, and offer guidance on available options.
Litigation strategy development: Develop comprehensive litigation strategies for selected cases, outlining legal arguments, evidence collection plans, procedural steps, and potential outcomes. Collaborate with legal teams, partners, and stakeholders to refine strategies and approaches.
Legal drafting: Prepare legal documents, including complaints, petitions, briefs, motions, and other court filings, in accordance with relevant legal procedures and requirements. Ensure that legal arguments are well-researched, persuasive, and supported by evidence.
Court representation: Represent clients or organizations in court proceedings, hearings, and oral arguments. Present legal arguments, examine witnesses, and respond to opposing counsel's arguments to advocate for the organization's position and advance its objectives.
Legal advocacy and lobbying: Engage in advocacy efforts to raise awareness of strategic litigation cases and mobilize support from stakeholders, policymakers, and the public. Lobby decision-makers and legislators to address systemic issues and enact legal reforms.
Legal training and capacity building: Provide training, workshops, and resources to staff members, volunteers, and partners on strategic litigation strategies, legal procedures, and human rights advocacy. Build their capacity to engage effectively in legal advocacy efforts.
Collaboration and networking: Forge partnerships and collaborations with legal experts, human rights organizations, advocacy groups, and affected communities to strengthen strategic litigation initiatives. Coordinate efforts, share resources, and leverage collective expertise and influence.
Monitoring and evaluation: Monitor the progress and outcomes of strategic litigation cases. Collect data, track court rulings, and evaluate the impact of legal actions on policy changes, societal attitudes, and the lives of affected individuals or communities.
Media and communications: Work with communications teams to develop media strategies and messaging related to strategic litigation cases. Communicate key legal arguments, case developments, and victories to the media and the public to raise awareness and build support.
Documentation and reporting: Maintain accurate records and documentation of strategic litigation cases, including legal filings, court decisions, correspondence, and case-related materials. Prepare reports, updates, and summaries for internal and external stakeholders.

Bachelor’s Degree in Law
Post Graduate Diploma in Law with a valid practicing certificate.
Post graduate training in Project planning and Management, human rights, public health, social sciences, gender studies, monitoring and evaluation and related fields is an added advantage.
Job related experience and knowledge:
Experience in strategic litigation and/ or provision legal aid services
Experience in human rights work
Advocacy, research and court experience is an added advantage
Computer literate and proficient in MS office
Good oral and written communication skills.
Proficiency in multiple Ugandan languages is an added advantage
Willingness and ability to travel frequently to project sites and work in remote or rural areas.
