Job Description
Job Vacancy: Programme Officer – Moroto/Kotido

Salary: UGX 47,084,760 Gross per annum
Contract Duration: 1 year

About the Project: YIGA (Promoting Youth Inclusion in Governance and Accountability)
YIGA is a three-year initiative (2025–2027) under the PACER programme aimed at enhancing youth participation in local governance across six districts in Uganda’s Karamoja region. The project focuses on:
Outcome 1: Building civic competence among youth to strengthen their engagement in decision-making.
Outcome 2: Enhancing the capacity of local governments and community structures to deliver inclusive, youth-responsive services.
About the Role: Programme Officer
As Programme Officer, you will lead the planning, implementation, and monitoring of YIGA activities in your assigned district (Moroto or Kotido). You will work closely with young leaders, community stakeholders, and local government to promote youth-led civic engagement, advocacy, and policy influence.
This role includes facilitating youth platforms, delivering training, supporting civic content creation, coordinating events, and ensuring strong programme delivery and learning.
Duties, Roles and Responsibilities
1. Programme Implementation, Reporting & Learning
Plan, coordinate, and deliver project activities aligned with work plans and donor expectations
Facilitate youth-led initiatives such as leadership camps, dialogues, audits, and civic sessions
Support capacity building of peer mentors, youth leaders, journalists, and climate champions
Document learnings, success stories, and progress reports aligned with M&E frameworks
2. Operations, Logistics & Financial Management
Manage logistics and procurement for events and trainings in line with internal policies
Oversee activity budgets, ensure accurate disbursements and compliance with finance procedures
Ensure safety, welfare, and mentorship support for youth advocates and peer educators
3. Partnerships, Collaboration & Communication
Build relationships with local governments, youth groups, and civil society partners
Coordinate advocacy campaigns and social audits to amplify youth voices
Support communication efforts, including social media engagement and storytelling
4. Other Responsibilities
Participate in team meetings, capacity building sessions, and other tasks as required
Occasional weekend work may be expected
Qualifications, Education and Competencies
What We’re Looking For
Essential Qualifications & Experience:
Bachelor’s degree in Social Work, Development Studies, Environment, Climate, Advocacy, or related field
Strong background in youth engagement, leadership, and governance or accountability work
Fluent in Ngakarimojong (required for effective community engagement)
Valid riding permit for field travel
Experience in:
Event planning and logistics
Financial reporting and budget management
Asset management and procurement
Microsoft Office (Excel, Word) and digital tools
Desirable:
Strong written and verbal communication skills in English
Experience in lobbying and advocacy
Background in partnership management and working in diverse teams
Experience working in youth-led or multicultural environments
