Job Description
Position Title: Programme Coordinator
Company: Restless Development
Location: Moroto, Karamoja, Uganda
Salary: UGX 72,805,983 per annum
Contract: 1-year renewable (subject to performance and funding)
Start Date: As soon as possible
Reports to: Programme Manager
Direct Reports: Programme Officer
Travel: National and occasional international travel required
About the YIGA Project
The Youth Inclusion in Governance and Accountability (YIGA) project (2025–2027) is part of the PACER programme. It aims to improve governance and service delivery through meaningful youth participation across six districts in Karamoja.
Key Objectives:
Strengthen youth civic competence
Enhance responsiveness of local governments to youth priorities
Role Overview
As Programme Coordinator, you will lead the strategic delivery of the YIGA project, driving youth participation in governance, decision-making, and accountability in Karamoja. This includes oversight of planning, implementation, stakeholder engagement, team management, budgeting, and reporting.
Duties, Roles and Responsibilities
Programme Leadership & Implementation
Lead the design and execution of annual, quarterly, and monthly workplans and budgets.
Guide the development of civic education content and MYE (Meaningful Youth Engagement) capacity-building strategies.
Oversee monitoring, evaluation, and reporting to ensure project quality and impact.
Represent the project at district and national levels to advocate for youth-led governance.
Partnership Management
Coordinate with consortium partners, local governments, and youth networks.
Ensure coherent implementation across partners and alignment with donor expectations.
Contribute to donor reporting and represent the programme in strategic meetings.
Financial Oversight
Manage project budgets, ensuring alignment with financial policies and donor guidelines.
Monitor expenditures, identify risks, and produce financial updates in collaboration with the finance team.
Digital Engagement & Media
Oversee the development of digital platforms for youth feedback and civic engagement.
Lead social media and media campaigns promoting youth participation and showcasing project results.
Team & People Management
Line manage the Programme Officer and support team development.
Foster a culture of learning, accountability, and performance.
Qualifications, Education and Competencies
About You
Essential Qualifications & Experience
Bachelor's degree in Social Work, Development Studies, or related field
Proven experience in governance, youth engagement, or civic participation
Strong project management, budgeting, and partnership coordination skills
Experience in stakeholder engagement, especially with government and youth-led organisations
Excellent written and verbal communication skills
Strong commitment to youth empowerment, inclusion, and gender equality
Desirable
Postgraduate qualification in Project Planning & Management
Experience working in Karamoja or deep understanding of the region
Familiarity with digital engagement, advocacy, and policy influence
Experience managing diverse teams and working in consortia
Valid motorcycle riding permit
