Program Overview
Building on the successes of TechnoServe’s Horticulture Market Acceleration Program (HortiMAP), the Growing Resilience and Opportunities for Wealth Through Horticulture (GROWTH) program aims to deepen farmer ownership and drive sustainable transformation in Uganda’s horticulture sector. Over a five-year period, GROWTH will support 200,000 smallholder farmers to participate in profitable and resilient horticulture markets. The program seeks to increase and stabilize farmer incomes, reduce post-harvest losses, enhance food security, and create thousands of new jobs across horticulture value chains.
At the systems level, the program will expand access to affordable finance, strengthen compliance with food safety standards, and improve market linkages across domestic and regional trade. GROWTH is grounded in a farmer-led approach that emphasizes participatory planning, enabling farmers and their organizations to define priorities and shape interventions that respond to local needs.
GROWTH aligns with the Dutch Embassy’s Multi-Annual Country Strategy 2023–2026, contributing to food and nutrition security, sustainable land use, private sector growth, and climate adaptation. It also supports the Netherlands’ broader objective of linking aid and trade by facilitating partnerships between Dutch and Ugandan enterprises in areas such as irrigation, seed systems, and cold chain solutions. The program represents a EUR 13 million investment over five years.
Job Summary
TechnoServe is seeking a Project Director to provide overall technical and administrative leadership and oversight for the program.
Duties, Roles and Responsibilities
Lead the overall implementation and management of the program from inception to close-out.
Provide strategic guidance, leadership, management, and overall technical oversight of the program.
Serve as the primary liaison with EKN, the Government of Uganda, and all other counterparts, implementing partners, and stakeholders involved in the program.
Broker relationships between key market actors, including smallholder farmers (SHFs), producer organizations, buyers, exporters, and financial institutions.
Recruit, lead, manage, and supervise implementation teams comprising long-term and short-term staff and consortium partners.
Continuously develop operational efficiencies and drive delivery innovations to ensure the program meets established objectives, targets, and value-for-money requirements.
Act as the program spokesperson and represent the program at regional and global forums.
Supervise and mentor the Senior Management Team (SMT), including Finance and Operations, Horticulture Production, Horticulture Marketing, Access to Finance, Social Dynamics, and Participatory Planning Managers.
Ensure cross-cutting priorities—climate resilience, inclusion, governance, and food safety—are fully integrated across all program components.
Identify, document, and communicate critical program learnings.
Identify implementation issues and risks in a timely manner and recommend appropriate program adjustments.
